Is There "Just Cause" for Nations to Intervene in the Affairs of Other Nations?

Should other nations intervene in Iraq or between the Palestinians and Israelis? Increasing mind-numbing conflicts around the world raise the level of debate over this difficult question.

Was there a moral responsibility for outside powers to intervene in Bosnia, Kosovo, Somalia, Kuwait and Afghanistan? The failure of the United Nations and major powers to intervene in the conscience-shattering ethnic cleansing in Rwanda provokes the dilemma: to intervene or not to intervene? That 1994 war resulted in an estimated death toll of between 500,000 and 1,000,000 Rwandans, mostly members of the Tutsi ethnic group.
When mass murder, ethnic cleansing, rape and enforced starvation are out of control, shouldn't other nations intervene? But who, how and to what extent? Adding to this dilemma is global terrorism's appalling attacks of Sept. 11, 2001, on New York and Washington, D.C.
A report presented to the UN outlines many of the problems. It is insightful in its recommendations.
For several years United Nations Secretary-General Kofi Annan has been urging the international community to forge a consensus on the sensitive issue of the right of humanitarian intervention. Responding to his challenge in the fall of 2000, Canada established the International Commission on Intervention and State Sovereignty (ICISS), with a membership of 12.
After a year of intensive worldwide consultations, research and discussions, the ICISS released its report titled "The Responsibility to Protect." The report wrestled with one major question: Should the international community accept the sanctity of state sovereignty and do nothing to stop massive human rights violations, or should it intervene to protect populations in danger?
Kofi Annan thanked Canada for establishing ICISS and lauded its work. He said, "You are taking away the last excuses of the international community for doing nothing when doing something can save lives" ( Canada World View, Issue 15, Spring 2002, p. 17).
The report outlines the intervention dilemma for the international community, stating: "'Humanitarian intervention' has been controversial both when it happens, and when it has failed to happen. Rwanda in 1994 laid bare the full horror of inaction. The United Nations (UN) Secretariat and some permanent members of the Security Council knew that officials connected to the then government were planning genocide; UN forces were present, though not in sufficient number at the outset; and credible strategies were available to prevent, or at least greatly mitigate, the slaughter which followed.
"But the Security Council refused to take the necessary action. That was a failure of international will— of civic courage— at the highest level. Its consequence was not merely a humanitarian catastrophe for Rwanda: the genocide destabilized the entire Great Lakes region and continues to do so. In the aftermath, many African peoples concluded that, for all the rhetoric about the universality of human rights, some human lives end up mattering a great deal less to the international community than others" ("The Intervention Dilemma," 1.1, www.iciss-ciise.gc.ca ).
Our 20th-century conscience
Increasing world crises after World War II clamored for humanitarian intervention. Encarta Yearbook prods us with uneasy reminders. "Social scientists estimate that since the end of World War II at least 16 nations have attempted or committed genocide. From 1975 to 1979 in Cambodia, the Communist Khmer Rouge killed close to 1.7 million Cambodians. During Guatemala's civil war, from 1960 to 1996, an estimated 200,000 people were killed or disappeared" ( Microsoft Encarta Reference Library 2002, "genocide").
How quickly we forget. Or is it that one conscience-numbing event after another makes us lose track of what has been happening in the past century? But can we forget what has happened, or is happening today? We might want to forget the horrific murder and torture caused by despotic genocide, like the killings orchestrated by Ugandan presidents Idi Amin and Milton Obote during the 1970s and early 1980s. Both Amin and Obote ordered the deaths of hundreds of thousands of Ugandans belonging to groups who had opposed, or whom they feared might oppose, their tyrannical rule.
The "right to protect and rebuild" vs. "the right to intervene"
Recognizing the need for change, the ICISS report proposes a challenging new approach. "Millions of human beings remain at the mercy of civil wars, insurgencies, state repression and state collapse. This is a stark and undeniable reality, and it is at the heart of all the issues with which this Commission has been wrestling. What is at stake here is not making the world safe for big powers, or trampling over the sovereign rights of small ones, but delivering practical protection for ordinary people, at risk of their lives, because their states are unwilling [or] unable to protect them" ("A New Approach: 'The Responsibility to Protect,'" 2.1).
Along with protecting states unable to resolve their crises, the report also recognized the need to rebuild their structure after intervention. "The responsibility to protect implies the responsibility not just to prevent and react, but to follow through and rebuild. This means that if military intervention action is taken— because of a breakdown or abdication of a state's own capacity and authority in discharging its 'responsibility to protect'— there should be a genuine commitment to helping to build a durable peace, and promoting good governance and sustainable development. Conditions of public safety and order have to be reconstituted by international agents acting in partnership with local authorities, with the goal of progressively transferring to them authority and responsibility to rebuild" (ibid., "The Responsibility to Rebuild— Peace Building," 5.1).
The problems of intervention
The report insightfully tackles the many difficulties facing peacemakers of today's world. Here are some:
• "There is no longer such a thing as a humanitarian catastrophe occurring 'in a faraway country of which we know little.' On 11 September 2001 global terrorism struck the US homeland where around 40% of the victims of the World Trade Center were non-Americans, from some 80 countries. In an interdependent world, fragile security and ill-will can constitute a risk to people everywhere" (ibid., "The Responsibility to Protect," 1.21).

• "[If the international community] stays disengaged, there is the risk of becoming complicit bystanders in massacre, ethnic cleansing, and even genocide. If it intervenes, it may not be able to mitigate the abuses" (ibid., 1.22).

• Disarmament has been one of the most difficult tasks to implement. It has been extremely hard to collect all weapons, disarm warlords or prevent a trade in small arms long after withdrawal.
Problems for achieving consensus
The nature of the United Nations often precludes achieving a united front in handling conscience-shattering crises.
• The veto power of the five permanent members of the Security Council is too often exercised to serve individual ends. There is a need for a "code of conduct" among them so that they will not use that veto when there is a significant humanitarian crisis.

• Only the UN can authorize military action, yet the UN does not have its own military or police force. Most countries have shrinking military budgets since the post-Cold War era and peacekeeping states are often unable to maintain military commitments. Even Canada, as affluent a nation as it is, was unable to replace its military detachment on withdrawal from Afghanistan because there was no fresh operational unit available. UN peacekeeping peaked in 1993 at 78,000 troops but at the time of the report, including both NATO and UN missions, the number of soldiers in international peace operations had soared by 40 percent to 108,000.

• UN membership has grown from 51 member states in 1945 to 189 today. This brings a whole new array of voices, interests and competing aspirations. o The "CNN effect" of media with satellite images of suffering from troubled states can make it difficult for the UN and Security Council to take the time to properly assess what action to take.
Will the world respond?
Will our world meet the challenge? The ICISS report champions civilized aspirations. Notice their heartfelt warning. "Meeting this challenge is more than a matter of aspiration. It is a vital necessity. Nothing has done more harm to our shared ideal that we are all equal in worth and dignity, and that the earth is our common home, than the inability of the community of states to prevent genocide, massacre and ethnic cleansing. If we believe that all human beings are equally entitled to be protected from acts that shock the conscience of us all, then we must match rhetoric with reality, principle with practice. We cannot be content with reports and declarations. We must be prepared to act. We won't be able to live with ourselves if we do not" (ibid., "Meeting the Challenge," 8.34).
"Won't be able to live with ourselves"! We give full credit to all with a humanitarian heart who are trying to ease suffering in this world. But will they be successful?

God will intervene
We learn by hard experience that man often needs outside intervention to bring him back to decent values in life. However, God gives man the freedom of choice, and that choice does not always involve God. Man does not want his Creator intervening in his life or the lives of the nations, and mostly God has accommodated mankind's wishes. He lets people write the painful lessons that hopefully will eventually result in repentance. "Your own wickedness will correct you, and your backslidings will rebuke you" (Jeremiah:2:19).
Soon God will step into human affairs by sending Jesus Christ to establish and rule over a world government. Only then will peace come to the nations. Zechariah shows how God will intervene in the affairs "of all the nations" who fail consistently to respond to His way. Chapter 14 tells us that when Christ returns, God will act when needed on all "the families of the earth" who refuse to worship Him at the Feast of Tabernacles (Zechariah:14:16-19). We might say His withholding of rain is a way of imposing economic sanctions to bring people around.
God's soon-coming intervention will enable all nations to be prosperous and secure. —WNP

Deep immigration reductions helped pave way for civil rights gains in 1960s

One of the greatest contributors to the huge civil rights advances in the 1960s was the fact that the United States had a tight labor market that increasingly needed Black American workers, particularly in the South.

And a key reason for the tightness of the labor market was the dramatic reduction in annual immigration flows ever since 1921, according to historians of that era.

During the 50th anniversary celebration of the 1963 civil rights march on Washington, it is important to be aware of the role that Spiked Mass Immigration has repeatedly played in stalling economic progress among the descendants of America's shameful slavery system. And it is a time to acknowledge how the economic, political and social advances of Black Americans in general accelerated when annual immigration numbers were reduced throughout our history.

Nearly everybody of every ideology today acknowledges that a tragically high percentage of the members of our national community who are descendants of slaves remain in poverty. The unemployment rates, poverty rates and average economic assets for Black Americans are all far worse than they are for the average American.

I have long argued for reducing immigration to tighten labor markets as one of the top moral claims on our political system, particularly to level the playing field for Black Americans. Unfortunately, nearly every elite power force in America is conspiring to loosen the labor markets still further with more immigration, making the reduction of persistent Black poverty almost impossible.

I addressed these issues in my 1996 book published by W.W. Norton & Co, "The Case Against Immigration." I include an excerpt below.

Today's Democratic and Republican leaders, and the religious, union and business leaders who are clamoring for "comprehensive immigration reform" are intentionally or recklessly unintentionally fighting for a continuation of extremely loose labor markets that always have been tools for the repression of the descendants of America's slaves.

To have any part of this 50th anniversary celebration include calls for more immigration is as inappropriate and offensive as extolling the benefits to the economy of the labor costs savings of the slave and Jim Crow economies.

Spiked Mass Immigration has always been a tool of the rich and powerful to subjugate America's working classes, especially Black American workers.

Keep in mind that the tight labor markets of the 1950s and 1960s were the result of very low immigration since the 1920s and of the low birth rates of Americans during the 1930s and 1940s. Businesses had to be especially innovative to get more production out of each worker to justify the higher wages that were necessary to compete for workers in such a tight labor market. All of America benefitted from the virtuous economic circle of those times.

At the beginning of the 20th century, Booker T. Washington came to believe that the white power structures would not give full political rights to Black Americans until they truly needed Black labor. Along with most other major Black leaders, he decried the Great Wave of Immigration from Europe as keeping the labor market so loose that industrialists did not need the freed slaves and their descendants.

But when WWI interrupted the flow of immigrants from Europe, industrialists across the north sent recruiters throughout the south to hire from the surplus labor pool of Black workers who had been trapped in semi-servitude on plantations ever since the Great Wave of Immigration began in the 1880s and halted the movement of freed slaves into the industrial north.

After the war, immigration spiked again but only for a short time. Congress stopped the majority of immigration with legislation in 1921 and 1924. The Great Depression obviously retarded the march of progress for Black Americans, but the huge drop in foreign labor after 1914 caused businesses to engage in a 50-year recruiting campaign of the previously underemployed Black Americans.

By the 1950s, America's businesses were so in need of Black American workers that the segregationist laws of many states were seen as an impediment to economic development. This was one of the building blocks forming a foundation upon which courageous civil rights leaders would construct the political changes that culminated in the 1964 and 1965 civil rights legislation.

Dare we imagine that the foundational act -- restricting immigration -- that freed the descendants of slavery from the southern plantations might also allow those now trapped in the slums to find vitality in life?

Considerable scholarship even suggests that the 1924 immigration restriction-because it enabled the black migration-was the foundational act for the ending of segregation, as well.

"The outmigration of blacks from the South after 1940 was the greatest single economic step forward in black history, and a major advance toward the integration of blacks into the mainstream of American life," says Gavin Wright, the pre-eminent historian of southern economics.

Between 1940 and the 1960s, the South lost most of its surplus labor to northern business recruiters. Once again, the fortunes of poor southern whites and blacks were tied. What few people realize is that the size of the white migration to the North after the reduction in immigration actually was larger than that of the great black migration. Under tight-labor conditions, the South finally had to mechanize and improve education, working conditions, and wages for the black and white workers who remained.

In 1940, state governments in the South were largely or ganized around protecting white supremacy. But thirty years later, they were primarily concerned with development on the part of a national economy. To the extent that segregation policies retarded industrial development and outside investment, business leaders were susceptible to appeals to break down racial barriers.

"This change in the fundamentals of southern society ultimately made possible the success of the civil rights revolution of the 1950s and 1960s," says Gavin Wright.

....Is it possible that America could rekindle its commitment to help the impoverished descendants of slavery?

Nicolas Lemann believes that, despite "an undeniable strain of racial prejudice in its character," the United States also has a conscience that will respond to the horror of the urban ghettoes which now are among the world's worst places to live. He mentions two conditions which he says traditionally have helped the ghettoes and which don't require much in the way of government programs or money:

1. "For most of our history, the issue of race has been linked to the issue of nationhood. During periods of fragmentation-periods when a multiplicity of local, ethnic and economic interests held sway-racial problems have been put on the shelf. It is during the times when there has been a strong sense of national community that the problems have been addressed."

2. "The ghettos partake in the fluidity of American society ... their condition improves in tight labor markets and worsens in more competitive ones."

Both of Lemann's preconditions for helping the black ghettoes would be enhanced considerably by the simple act of cutting immigration back to the average annual flows of below 200,000 that existed from 1924 to 1965.

To Lindsey Grant, a former deputy assistant secretary of state, the moral obligation to do that is clear:

"The nation a generation ago, in rare unity, launched perhaps its greatest moral crusade: to eliminate racism and to bring blacks into the economic mainstream. Since then ... we have inadvertently done the one thing that could most effectively sabotage that crusade. We have allowed the almost unfettered entry of competition for entry-level jobs, at which the blacks could be starting their entry into the economy.... It is not enough to argue that the immigrant-hungry and fearful of deportation will work harder. One must also answer the question: The blacks are Americans; how do we bring the increasingly alienated, restless and isolated ghetto blacks into the system?"

On the night of l1 March 1993, listeners of the liberal alternative radio station WBAI in New York City heard Vernon Briggs of Cornell University make a similar plea. He said African Americans in the northern and western cities are "losing the struggle" because of the massive wave of immigration:

"The treatment of the African-American population is a national blemish of the highest order, and every policy ought to be judged on the following criteria: that it does no harm to the African-American population."

Briggs acknowledged that there are a lot of different opinions about what the government should do to help the "failed black third." But everybody should be agreed on what the government should not do: Washington should not do anything that harms black Americans, "and that's what our immigration policy is doing.”

Later that year, in December, Eugene McCarthy addressed a crowded Senate hearing room on the subject of immigration. The former senator and Democratic presidential candidate had been one of the chief co-sponsors of the 1965 revision that led to mass immigration. The elder statesmen explained that the increase in immigration had been entirely unintended. He said the increases have been immensely harmful to the country and should be rolled back.

A reporter queried McCarthy about how the country could live up to its moral obligations if it cut immigration drastically.

McCarthy didn't hesitate in his response. The moral priority for the United States, he said, remains that of addressing the descendants of two centuries of slavery and another century of racial apartheid who remain in the underclass. To the extent that large-scale immigration interferes with meeting black Americans' needs, he stressed, the immigrant must wait.

Asked Thursday if the Affordable Care Act will help "undocumented individuals," Health and Human Services Secretary Kathleen Sebelius said no -- and that's why immigration reform is so important:

"Well, the (Obamacare) bill is crafted in such a way that those who are undocumented will not have access to the tax credits or shopping in the (health insurance) marketplace. That has been limited, which is, frankly, why -- another very keen reason why we need comprehensive immigration reform," Sebelius told a gathering of Latinos in Philadelphia.

The remark drew applause at the Obamacare event hosted by Congreso, a Latino community service group.

"Unfortunately, you can't fix -- we won't fix the immigration system, unfortunately, through the health care bill, but I think having the immigration bill that passed the Senate, pass the House, would be a huge step," Sebelius added.

The Senate-passed immigration bill would put some 11 million illegal aliens on a path to eventual citizenship, first by giving them provisional legal status. House Republicans say border security must come first, and they plan to draft their own bill.

Sebelius recommended that illegal aliens continue to get medical treatment at community health centers, where they will find federally funded, "culturally competent" health care providers "who actually speak the language and can reach out to a neighborhood."

She also noted that the Obama administration has doubled the size of the Public Health Service Corps -- "which, to me, is one of the great, well-kept secrets in America. It's like the Peace Corps for health workers," she said.

"If you agree to serve in an underserved area, the federal government helps pay off the student loans and debt that a lot of health professionals carry. And what we find is that when people actually take up service in the National Health Service Corps, they stay in the communities that they are serving long beyond their assignments. So there will be continued access for undocumented," Sebelius promised.

Philadelphia Mayor Michael Nutter, who joined Sebelius at the event, also addressed the issue of "dealing with folks who may not have all their documentation in order."

And just as Sebelius did, Nutter indicated that illegal aliens and other disadvantaged people already have access to health care in this country.

Nutter said the City of Philadelphia -- "even through the worst of the recession, we did everything we possibly could to minimize any negative impact on our health centers. We have eight health centers across the City of Philadelphia, and they were last, last, last on any list to get any reductions, although we made cuts all over the city government." He said he is committed to maintaining that funding.

Nutter also said he signed an executive order directing city government workers "that you cannot deny someone service...just because you may be in an undocumented status."

"And I signed that executive order specifically to make sure that while folks are trying to deal with their paperwork and dealing with immigration and all those folks over there at the federal side, that's not our responsibility. Our responsibility is to provide service. Anyone who shows up, who's in this city -- (applause) -- and so folks -- and so people should continue to come, certainly, to our health centers."

The mayor said his city is "doing our best in trying to provide services to folks, notwithstanding any language challenges, documentation status. If you are here, it is our job to try to provide the best, high-quality service and care that we can as a local government. That's our commitment."

What Obamacare 'really is about'

According to Sebelius, "The Affordable Care Act "really is about a portion of the population (15 percent, she estimated) who is either uninsured or underinsured or in and out of the marketplaces."

She said "the other 85 percent of people" already have relatively affordable coverage, which "has gotten stronger" because of various Obamacare requirements.

"Starting October 1st of this year...for about 15 percent of Americans who don't have health coverage at all, they will have some new opportunities. They will have a new marketplace available to them, and because they don't have an employer paying a share of the coverage, they have some help from the federal government."

She estimated that Latinos comprise about 25 percent of the individuals eligible for new coverage options.

RNC Chief Reince Preibus Lashes Out at Anti-Amnesty Supporters

RNC Chief Reince Preibus has spoken out against Mitt Romney’s immigration positions. Calling Romney’s plan of “self-deportation” for illegals “a horrific comment to make,” Preibus has spoken out to soften relations with the Hispanic community at a time when many Republicans refuse to support amnesty for illegal aliens.

“Using the word ‘self-deportation’ — it’s a horrific comment to make,” Priebus said about Romney’s plan. “I don’t think it has anything to do with our party. When a candidate makes those comments, obviously, it hurts us.”

Former presidential nominee Mitt Romney repeatedly asserted that America needed to embrace a policy geared towards “self-deportation.” Many pro-amnesty advocates have questioned the practicality of rounding up millions of illegal immigrants for deportation. Policies aimed at self-deportation, by contrast, would disallow illegal immigrants from obtaining work or government assistance and make living in America illegally difficult, thus resulting in a voluntary migration back to their home countries.

Last week, in an interview with Newsmax, Rep. Steve King commented that support for the DREAM Act, a continually-rejected piece of legislation that calls for amnesty of millions of illegal immigrants, supports not only the good, upstanding people who are here illegally, but also the nefarious illegal immigrants as well that may be trafficking drugs from Mexico.

“Some of them are valedictorians — and their parents brought them in,” King said in the interview. “It wasn’t their fault. It’s true in some cases, but they aren’t all valedictorians. They weren’t all brought in by their parents.”

“For everyone who’s a valedictorian, there’s another 100 out there who weigh 130 pounds — and they’ve got calves the size of cantaloupes because they’re hauling 75 pounds of marijuana across the desert,” King added. “Those people would be legalized with the same act.”

The resulting firestorm of controversy has pitted Republicans against conservatives as more moderate Republicans claim that such comments are inappropriate.

However, without a secure border, it seems Rep. King’s comments are correct.

Those here illegally would be granted protection from deportations if they meet certain requirements. While many illegal immigrants may be hardworking and looking to contribute to society, it is poor policy that rewards criminality with citizenship.

Reibus (sic) has also categorized King’s comments as “hurtful” while he tries to distance the RNC from such firm immigration reform positions.

There Is No Tech Worker Shortage

High-tech companies often cite a tech-worker shortage when asking Congress to raise the 65,000 annual cap on H-1B visas, but according to a study conducted by John Miano and the Center for Immigration Studies there is no empirical data to support that claim. Walt Gardner wrote in the Atlanta Journal Constitution that the United States produces an ample amount of tech workers. In fact, Gardner found that in some years, the number of foreign programmers and engineers imported outnumbered the number of jobs created by the industry.

Other Key facts pertaining to the perceived shortage of tech workers in the United States:

•The number of H-1B visas for engineers has exceeded engineering job creation every year since 2001. (Center for Immigration Studies "H-1B Visa Numbers: No Relationship to Economic Need" June 2008)

•American colleges and universities produce more than enough science, math, and engineering graduates to fill available jobs:

◦"The United States’ education system produces a supply of qualified [science and engineering] graduates in much greater numbers than jobs available." - Harold Salzman, Ph.D. , The Urban Institute

◦"First, no one who has come to the question with an open mind has been able to find any objective data suggesting general 'shortages' of scientists and engineers." - Michael S. Teitelbaum, Vice President, Alfred P. Sloan Foundation

◦"Recent policy reports claim the United States is falling behind other nations in science and math education and graduating insufficient numbers of scientists and engineers. Review of the evidence and analysis of actual graduation rates and workforce needs does not find support for these claims." - Urban Institute study Into the Eye of the Storm

◦Before the economic downturn, the Department of Labor predicted an average of 82,000 new STEM jobs every year.

◦Between 2006 and 2007, the U.S. Department of Education and the Computing Research Association show that colleges and universities graduated more than 203,000 students in STEM disciplines.

◦Yet in FY 2006 more than 1 30,000 H-1 B applications for computer-related occupations were reviewed and certified. In FY 2007 and FY 2008 this trend continued with over 1 39,000 and 1 37,000 H-1 B visas, respectively, approved in computer-related occupations.

•Studies finding no shortage of engineers in the U.S. include one by Duke University's Vivek Wadhwa and another by Hal Salzman of the Urban Institute and Lindsay Lowell of Georgetown University.

◦The Duke team found that the often-cited (by Sen. Kennedy, Newt Gingrich and others) statistics that the U.S. produces 70,000 engineers annually versus 350,000 from India and 600,000 from China are not valid.

◦They found that the U.S. is far ahead by almost any measure.

Rubio & Alexander: Unpopularity shows House Republicans that pro-amnesty not good way to advance career

One could literally "read the writing on the wall" for Republicans who are following the advice of their national party leaders, consultants and corporate fund-raisers to flood America's labor markets with foreign workers.

The words "Sen. Alexander under fire on immigration" scrolled across the electronic news screen that wraps around the corner of the complex that contains the local ABC TV station and Politico.

Being one of the 14 Republicans (30% of GOP Senators) who rescued the S. 744 amnesty bill from defeat last month is not helping any of them win any popularity contests.

RUBIO DROPS FROM 1st TO 6th IN PRESIDENTIAL POLL

Providing the starkest evidence was a Public Policy Polling report earlier this week on Sen Marco Rubio (R-Fla.). The firm was widely regarded as one of the most accurate during last year's presidential campaign. In its polling of preferences for a Republican presidential nominee, it found:

Marco Rubio, who had led all of our polling since December, has dropped all the way to 6th place. . . . Rubio was at 21 or 22% on all of our polls between January and March but his support has now dropped to half that level (10%)."

Rubio made the decision in January to become the face of the omnibus immigration bill, even allowing various special interest groups to run non-stop ads featuring him touting the legislation on conservative TV and radio, even though the bill was written primarily by the staff of New York Democratic Sen. Chuck Schumer.

Rubio made sure that few Republican Primary voters across the nation would be unaware of his leadership for the giant bill. It was a huge gamble apparently based on national GOP consultants' belief that Rubio could convert conservative voters to his view that giving out some 30 million new green cards over the next decade would be good for the American people.

ALEXANDER'S SAVE OF AMNESTY BILL EARNING INTENSE EFFORT FOR A PRIMARY CHALLENGE

Sen. Lamar Alexander (R-Tenn.) did most of his work to pass the bill in the background. He is facing re-election in 2014 and let his fellow Tennessee Republican, Sen. Corker, take the public leadership for the amnesty since he was just re-elected last fall and has five years before having to answer to voters again.

But Tennessee voters don't look to be in a mood to give Alexander a pass, according to the Politico article last night:

Attending a rally in Smyrna, Tenn., last weekend, Alexander was greeted by a crowd of about 300 conservative activists -- organizers said -- wearing bright red T-shirts that read "Beat Lamar" in big bold letters. They held signs that blared: "You betrayed us" . . . Tea party groups were already watching Alexander given declining scores from the Club for Growth and Heritage Action, and they hope last month's immigration vote will be a tipping point against him. It's a test of their ability to punish GOP lawmakers for their stance on the Gang of Eight bill -- especially important given Senate Republicans did not move en masse to vote for the measure, and House Republicans want nothing to do with it.

"Unlike previous cycles, Lamar Alexander is in trouble," said Drew Ryun, political director of the conservative Madison Project and a former Republican National Committee deputy director. "Immigration is the big issue, especially given some of the things he's said in the past. His political doublespeak isn't going to work this time."

Activists representing several local tea party groups in Tennessee have teamed up with national conservative groups such as FreedomWorks, the Madison Project and Senate Conservatives Fund to find a credible, conservative candidate who can challenge Alexander in next year's primary.

Alexander, like most of the Republican Senators who voted for the big increase in foreign labor, has a huge campaign war chest filled with donations from the corporate wing of the party. It will be very difficult for a challenger to beat him. But just having to compete in a Primary is at the least a costly indignity that most incumbents of either party abhor.

PAUL RYAN LEAKS PRO-AMNESTY GOP LEADERS' TIME-TABLE

Speaking of Republicans trying to imitate Marco Rubio.

The Hill newspaper has just reported that Rep. Paul Ryan (R-Wis.) has told a town hall event what House GOP leaders hope to do this fall.

He says the floor votes are tentatively planned for October. According to the Milwaukee Journal Sentinel, Ryan indicated that Speaker Boehner hopes to get votes on the very weak border security bill, on the excellent legislation on interior enforcement, on bills to expand legal immigration and then some kind of amnesty.

Ryan just said negotiations are underway to vote on legislation to provide illegal aliens with "probationary" visas while they wait a minimum of 15 years to attain citizenship.

The newspaper said it contacted House leadership to see if Ryan's timetable was accurate and was told only that there were "no scheduling announcements to make."

A hopeful supporter,

YOU CAN WRITE THIS TO THE DEMOCRATIC REPRESENTATIVES: Honorable Representative,

I am asking you to make a public statement against S.744 and any “pathway to citizenship”. This will avoid a serious GOP opponent in the 2014 election by not allowing him or her to outflank you on this.

This bill will allow 33 million new immigrants over the next decade.

The 33 million green cards offered by S. 744 in the first decade would go to:

• around 11 million for illegal aliens (could be millions more if the official estimate is wrong)

• around 11 million in continuation of elevated flows from 1990 surge policy

• around 5 million from end of numerical limits on people waiting in line (mostly chain migration)

• around 6 million from new and expanded categories

On the other hand,

Nearly every section of the Gang Amnesty bill seems to add more foreign workers to compete with unemployed and underemployed Americans. The Gang apparently believes that the way to help the 20 million Americans who can't find a full-time job is to give out another 20-30 million lifetime work permits to foreign citizens over the next decade.

This bill would further flood labor markets at the lower-skill levels where real wages have declined 10% to 22% since 1980.

If the bill becomes law, the chances of Americans with no more than a high school education entering the middle class may disappear.

But it isn't just the low-end where Americans are threatened. The bill would make huge increases in importing higher-educated workers at a time when around half of all recent American college graduates either have no job at all or they aren't working in a degree job.

The under-32 Millennial Generation already is in danger of being a lost generation. After this bill, we may see these young adults spend the rest of their lives only partly engaged in the economy as they depend on government and family.

None of this is the kind of economy or society most Americans desire. Surely a compassionate and thoughtful citizenry will put a stop to this nonsense and ask its Representatives to go back to work putting Americans back to work.

Do you know where illegal alien Amnesty supporters and members of Congress are holding town meetings about the current push for nation destroying Amnesty? Don't feel alone! Neither do we!

We received no word of a town hall meeting in Houston on this topic and that is why illegal alien Amnesty supporters showed up in droves and only a handful of Amnesty opponents were there!

The elites who will spend millions of dollars on online, radio, and TV advertising during this August recess for Congress know that if people like you start showing up at public meetings their plans will unravel and Amnesty will be destroyed.

They are counting on your apathy, confusion, and lack of information.

The elites have Amnesty lined up and are most likely to pass it at this time. Thankfully many great organizations, activists, and now even Tea Party groups are moving to hold members of Congress to task during the recess.

Here is what we need you to do.

Step 1: Contact your member of the US House via their district offices. Use calls to their offices, asking around, and monitoring of local media to spot any opportunity for you or others to politely but firmly and strikingly confront them about the push to legalize illegal aliens. You need to demand this of them.

"Why are YOU working to give Amnesty and eventual voting rights to millions of illegal aliens instead of holding Obama accountable for his many misdeeds in office!?!?!"

Step 2: Please quickly report any town hall meetings or events where constituents may have an opportunity to confront members of Congress to ALIPAC via our forums at www.alipac.us or directly to WilliamG@alipac.us so we can spread the word.

Please remember that the most powerful and influential cabal on planet Earth is working to prevent these confrontations from happening so we need all of you to beat the bushes for information about opportunities to confront.

Otherwise, we hope all of you enjoy reading biased local newspaper reports about how the illegal aliens and their supporters were all smooching up to your lawmaker at a meeting you were intentionally not invited to and at which you were not welcome either! You may want to get used to that experience because you and your descendants will be getting a lot more of this treatment forevermore if Amnesty passes.

Tea Party Patriots co-founder Jenny Beth Martin told Breitbart News Sunday host Stephen K. Bannon on Sunday night that her group has a plan to prepare activists for town halls with their U.S. Representatives and Senators on Obamacare and immigration nationwide over the month of August.

“Really, the rise of the Tea Party started in 2009, I guess, it was four years ago, in the summer of 2009,” Bannon opened up his questions with Martin on the show. "We had the meetings, we had the rallies, but it really started with the town halls against Obamacare. Over the next five weeks we have both the defunding of Obamacare, which is being sponsored and driven by Sens. Ted Cruz and Mike Lee, but probably more important is immigration and the immigration bill and representatives going back and hearing from people.”

Martin responded with a detailed plan her group Tea Party Patriots has for five individual town halls it is hosting with other conservative groups across the country, and details for constituents attending town halls put on by their congressional members.

“We’re focusing on both of those [Obamacare defunding and immigration] and also on IRS,” Martin said. “With immigration, we’re partnering with Eagle Forum, Remembrance Project and NumbersUSA. We’re going to be in Richmond on August 12 at a town hall meeting there. We’re looking at August 19 at having a town hall meeting in Harrisburg, Pennsylvania. And then we have three more in the works in Ohio, Dallas, Texas, and in South Carolina. And these are all town halls that we are hosting.

"So we’re doing this to get the information and the facts out there about what is in the Senate bill and what will likely happen if anything passes through the House and these bills go to conference. We’re also getting information about these congressmen and senators who are having these town halls around the country so we can let people know when their congressmen or senators are having these town halls and they can show up and confront them with the facts.”

Martin added that “one of our biggest focuses right now” is preparing constituents to pressure their members of Congress on the plans by which House GOP leadership would try to save the Senate bill by taking it to conference with a House bill, or a group of House bills.

“We’ve got to make sure the people know the dangers of what happens at conference,” she said. “What I’ve heard over the last week and a half or so up on Capitol Hill while I was in Washington, D.C., in the last few weeks is that members of Congress are very frustrated that constituents actually know what conference means. We have done our job, but we have to keep doing it and we can’t let up. Because, if we let up, they’ll think we’re not serious about it and they’ll just go on about business as usual.”

Martin said Tea Partiers nationwide should be on the lookout for tricks from their members of Congress, too, and should be sure to pressure them to actually have town halls with constituents. Since there are many members doing things in Washington their constituents may not approve of, like choosing not to fight to defund Obamacare or pushing for an amnesty of America’s at least 11 million illegal aliens, Martin said some members of Congress may actually try to avoid town halls altogether.

“These members have become much more sneaky in the past four years, than they were in 2009, about where they’re having town halls, how much advance notice they give to people prior to the town hall meeting,” Martin said.

Martin said that since the Senate’s “Gang of Eight” legislation is so complicated, like Obamacare, constituents nationwide seem to be aware of bits and pieces of the problems with it, but not the whole thing. “We are hearing that a lot of people know some things about what is in that 1,200-page monstrous bill from the Senate,” she said.

“Many of the Republicans in the Senate are saying the right things--and the things they are talking about are good things for immigration reform. But the thing that concerns us is that anything that passes out of the House will go to a conference between the Senate and the House. Ultimately, what comes out of conference will more than likely be what we saw in the Senate immigration bill. We’ve seen these things so often that we don’t take what they’re doing at face value in the House.”

Martin said Tea Partiers should read Breitbart News for details on the bill, and can visit TeaPartyToolkit.com to arm themselves with more facts for when they face their members of Congress. Ultimately, though, Martin said it is all about people actually attending the town halls. Martin also offered a few suggestions for questions Tea Partiers should ask their congressmen.

“We have to show up and let them know what we think and we have to ask them the tough questions,” Martin said. “What does it mean when you say pathway to citizenship? How many forged passports can these people have when you’re saying pathway to citizenship? How many drunk driving instances can you be convicted of when you’re saying pathway to citizenship? How much pork are you willing to put into these bills? We have to ask these questions because all of that was inside the Senate bill.”

August recess key to stopping amnesty and immigration expansion

During the August recess, watch out for Members of Congress who try to change the subject from amnesty and immigration expansion to something else. They may be taking a page out of the Obama-Rubio-GOP House Leadership amnesty playbook.

In "4 Ways Amnesty Is So Not Dead," Mickey Kaus warns us not to be lulled into complacency by Obama's pivot to the economy or the House's piecemeal approach to immigration. Nor should voters - especially conservatives - get too distracted by non-immigration issues during the recess, he suggests.

President Obama, knowing House Republicans would be less likely to move immigration proposals that he champions, has pivoted to the economy. According to Kaus, Obama's pivot "tamps down the immigration-related anger Republicans will face when they go home in August. In the meantime, the GOP's donor-driven insiders can quietly do his work for him."

The House's piecemeal approach also "calms everyone down," writes Kaus. The outrage from the amnesty-expansion camp is just theater because "'Piecemeal' is just a quieter, more effective way for Boehner to get {to conference with the Senate bill}" where as Rep. Labrador put it in this New York Times story - the House would get the "the Senate bill jammed down our throats."

Finally, Kaus warns that pro-amnesty Republicans will try to give"their conservative constituents something other than immigration to get angry about (a 'squirrel,' as it is formally known). GOP politicians get to rant and posture, gaining valuable tough-on-Obama points they can then cash in if they cave on immigration."

Call it a "Reverse Rubio."

The Senate amnesty bill has hurt Rubio in GOP primary polls, where he has dropped from first to sixth. But Rubio and his team are now focused on other issues to win back his former supporters according to the Tampa Bay Tribune.

Whereas Rubio caved on immigration before pandering to his base, some House Republicans may try to build political capital over the recess before voting for amnesty in the Fall.

Both sides agree: the fate of comprehensive amnesty and immigration increases - the fate of the American workforce and taxpayers - may be determined by what we do in August. In "Why Immigration Reform Will Be Won Or Lost In August," Mark Kennedy writes:

"The pivotal battle on this issue will not take place in Washington itself, but in a select number of House districts all across the United States. Supporters of reform must have troops with an authentically targeted message on every front line."

"With House members back in their home districts for a month, opponents have ample opportunities to assemble constituents, an elected officials closest advisers, against a plan."

While we now know, that narrative could not be farther from the truth, Obama continues to push it.

As usual, this president is on the wrong side of the history.

If Obama really wanted to unite the nation against senseless violence, he would be discussing the following case...

In March 2008, as 17-year-old Jamiel Shaw was walking home, Pedro Espinoza, an illegal alien gang member, pulled alongside the teenager, and asked him what gang he was in. According to witnesses, the high school football standout did not answer him, he did not answer because he had no part of gang life.

Espinoza then opened fire on Jamiel, killing him only feet away from his house. His father actually heard the gunshots that would take his son from his side forever.

At the time of his murder, Jamiel’s mom, Anita Shaw, was deployed in Iraq with the U.S. Army. She returned home for his funeral.

In May 2012, Espinoza was found guilty of first-degree murder and is currently sitting on California's death row.

Because Los Angeles is a 'sanctuary city' for illegal aliens, even violent gang members such as Espinoza are all too often placed back into the communities they terrorize, rather than turning them over to Immigration and Customs Enforcement for deportation.

The Shaw family continues to fight for the passage of "Jamiel’s Law" which would force Los Angeles law enforcement to crack down upon and target illegal alien gang members, much the same way the Shaw family and many others believe that those same illegal aliens are now targeting the black residents of L.A.

The family has a website dedicated to Jamiel, and the passage of the measure. Visitors can make a donation through the website, all donations go to purchasing media ads to promote "Jamiel’s Law" and to raise awareness of the dangers posed by illegal aliens to American citizens.

In late 2010, I spoke with Jamiel's aunt, Althea Rae Shaw, who said of her nephew:

I just miss him so much, he loved his country and he was so proud that his mom was serving in Iraq…he couldn’t wait to see her come home.

We need a city council geared to protecting American citizens, instead of illegal aliens. We need public officials who will stop bowing down to illegal aliens.

Jamiel Shaw was not a gang member, nor was he on suspension from school when he was murdered, he did not use drugs, he did not burglarize homes, and he did spew racist epithets, because he had a good, Christian family.

Jamiel was simply a good kid with a very bright future, loved by a strong family…a family who still loves him and who still fights for him.
