The Department of Justice’s Inspector General has released a memorandum that finds that the practices of sanctuary jurisdictions violate federal law. This report was only made public after the Senate voted down Sen. Toomey’s bill that would have ended sanctuary practices.
The IG report showed that sanctuary jurisdictions who inhibit police from cooperating with ICE detainer requests are in violation of federal law yet have received millions in federal Justice grants. According to the report 10 out of the 155 jurisdictions examined by the IG were given over $342.1 million in Justice grants or about 63% of funds available to all American cities.
“The Inspector General’s decision is sound and firmly settles the question. Now, the law and the American people demand that this Administration cease its acquiescence in this illegality. The Obama Administration must immediately take action to withhold significant federal law enforcement funding for these offending jurisdictions,” Sen. Jeff Sessions (R-Ala.) wrote in a press release.
The report was finished two months ago but was wrongfully marked ‘Law Enforcement Sensitive’ and so was not made available till after the Senate voted down Sen. Patrick Toomey’s (R-Penn) bill, The Stop Dangerous Sanctuary Cities Act (S. 3100).
The bill would have defined a "sanctuary city" as any state-level jurisdiction that fails to communicate with federal immigration officers or comply with a detainer request. The bill sought to block community and economic development grants to jurisdictions that fit the definition and protect local police from liability if they act on behalf of federal immigration agents. The bill only gained 53 of the 60 votes needed to pass.
In response to the bill’s defeat Rep. John Culberson (R-Texas) sent a letter to Attorney General Loretta Lynch warning her that if she did not take specific actions to stop sanctuary jurisdictions from receiving federal grants he would use his position as Chairman of the Commerce, Justice, and Science Subcommittee on Appropriations to remove her ability to move money around within the department. Lynch has taken the actions outlined in Rep. Culberson’s letter.

At the GOP Convention, victims of illegal aliens were given a forum to tell their stories of preventable crime, and candidate Trump highlighted those families in his acceptance speech. The point was made that illegal immigration brings suffering and death along with cheap workers.
But Democrats have a different idea about law and borders: for their convention, illegal aliens are being showcased as honored guests rather than job-stealing welfare-abusing moochers.
Hillary & Co. are happy to shred American sovereignty and the safety of citizens in order pander to Hispanics to the maximum degree. The US political system is based around responsible, engaged citizens but Democrats see the globalist borderless model as being more advantageous for them because many people on earth live under a big government and expect even more freebies from Washington. Immigrants routinely leave their socialist homelands for the better opportunities in the United States, but after their arrival they like politics working remake the US into a big government behemoth like the places they left. The foreigners don’t seem to grasp that the opportunity they sought arises from free markets being allowed to function.
Such people are perfect Democrat recruits. They want lots of free stuff and hope that somebody else will pay the taxes required.
As a result, Democrats are rolling out the red carpet for “our nation’s brave undocumented youth” and adults. One Bolivian illegal is serving on the credentials committee — who says Democrats don’t have a sense of the absurd?

The Democratic Party has selected a handful of undocumented immigrants for official roles at next week’s Democratic National Convention, in a bid to highlight the gaping policy divide on immigration between White House hopeful Hillary Clinton and Republican rival Donald Trump.
Clinton is hoping to drive Latino voters to the polls on Nov. 8 to shore up her chances against Trump, who has campaigned on a promise to crack down on illegal immigration by building a wall along the Mexican border and deporting millions of undocumented foreigners if elected.
“Our nation is a nation of immigrants that believes in being inclusive, and that’s exactly what we will continue to work toward,” said Leah Daughtry, the chief executive officer of the committee organizing the July 25-28 convention in Philadelphia.
“The voices of our nation’s brave undocumented youth will be heard loud and clear,” Daughtry added.
The picks include two members of the convention credentials and platform committees, as well as several speakers. The positions are unpaid, officials said.
Trump’s campaign, which has argued that unchecked immigration hurts American workers and undermines national security, criticized the move.
“Apparently speaking at Hillary Clinton’s convention is just one more job Hillary Clinton thinks Americans won’t do,” a Trump campaign aide said in an emailed statement. “She should have instead invited unemployed Americans, or victims of crime, or law enforcement.”
The selections are legal because of a “deferred action program” adopted by President Barack Obama’s administration, which postpones deportations and provides work authorization for some immigrants brought to the United States as children. The Supreme Court blocked efforts to expand those protections last month.
The nominations mark the first time a major U.S. political party’s convention has featured so many undocumented workers among its ranks. While there was an undocumented speaker at the 2012 Democratic convention, the party has not previously tracked the immigration status of its committee members.
“It changes the whole conversation when you have someone directly affected at the table,” said Cesar Vargas, a Mexican immigrant chosen for the party’s policy platform committee.
Hareth Andrade, 23, an undocumented immigrant from Bolivia who was approved under a deferred action program, was picked for the credentials committee. The convention will also feature at least two undocumented immigrant speakers, Astrid Silva and Francisca Ortiz.
Clinton already has overwhelming support from minorities. Some 70 percent back her, compared with 9 percent for Trump, according to recent Reuters/Ipsos polling, suggesting that she could have a strong chance in states like Florida, Nevada and Colorado that swing between voting Democratic and Republican in presidential elections.
However, voter turnout among Latinos has traditionally been low, hitting only about 40 percent in 2012, meaning her challenge is to get more of them to cast ballots this year.
Luis Fraga, co-director of the Institute for Latino Studies at the University of Notre Dame, said showing a commitment to progressive reform of U.S. immigration policy could help Clinton do that.
He called immigration a gateway issue for minority voters that can help engage them. That’s especially so because even Latinos born in the United States are often not far removed from family members who are immigrants themselves.
“Although it’s not their individual experience, it is their family’s experience,” Fraga said.

The amount of immigration patriotism in Donald Trump’s speech is amazing. I’ve selected a couple of sections and added emphases, but you should probably read and watch the whole thing. (Quotations below are from the Politico version of the speech as prepared.)The take from MSNBC’s Chris Hayes:

The number of new illegal immigrant families who have crossed the border so far this year already exceeds the entire total from 2015. They are being released by the tens of thousands into our communities with no regard for the impact on public safety or resources.
One such border-crosser was released and made his way to Nebraska. There, he ended the life of an innocent young girl named Sarah Root. She was 21 years-old, and was killed the day after graduating from college with a 4.0 Grade Point Average. Her killer was then released a second time, and he is now a fugitive from the law.
I’ve met Sarah’s beautiful family. But to this Administration, their amazing daughter was just one more American life that wasn’t worth protecting. One more child to sacrifice on the altar of open borders.

My plan will begin with safety at home – which means safe neighborhoods, secure borders, and protection from terrorism. There can be no prosperity without law and order. On the economy, I will outline reforms to add millions of new jobs and trillions in new wealth that can be used to rebuild America.

She proposes this despite the fact that there’s no way to screen these refugees in order to find out who they are or where they come from. I only want to admit individuals into our country who will support our values and love our people.
Anyone who endorses violence, hatred or oppression is not welcome in our country and never will be.
Decades of record immigration have produced lower wages and higher unemployment for our citizens, especially for African-American and Latino workers. We are going to have an immigration system that works, but one that works for the American people.
On Monday, we heard from three parents whose children were killed by illegal immigrants Mary Ann Mendoza, Sabine Durden, and Jamiel Shaw. They are just three brave representatives of many thousands. Of all my travels in this country, nothing has affected me more deeply than the time I have spent with the mothers and fathers who have lost their children to violence spilling across our border.
These families have no special interests to represent them. There are no demonstrators to protest on their behalf. My opponent will never meet with them, or share in their pain. Instead, my opponent wants Sanctuary Cities. But where was sanctuary for Kate Steinle? Where was Sanctuary for the children of Mary Ann, Sabine and Jamiel? Where was sanctuary for all the other Americans who have been so brutally murdered, and who have suffered so horribly?
These wounded American families have been alone. But they are alone no longer. Tonight, this candidate and this whole nation stand in their corner to support them, to send them our love, and to pledge in their honor that we will save countless more families from suffering the same awful fate.
We are going to build a great border wall to stop illegal immigration, to stop the gangs and the violence, and to stop the drugs from pouring into our communities. I have been honored to receive the endorsement of America’s Border Patrol Agents, and will work directly with them to protect the integrity of our lawful immigration system.
By ending catch-and-release on the border, we will stop the cycle of human smuggling and violence. Illegal border crossings will go down. Peace will be restored. By enforcing the rules for the millions who overstay their visas, our laws will finally receive the respect they deserve.
Tonight, I want every American whose demands for immigration security have been denied – and every politician who has denied them – to listen very closely to the words I am about to say.
On January 21st of 2017, the day after I take the oath of office, Americans will finally wake up in a country where the laws of the United States are enforced. We are going to be considerate and compassionate to everyone.
But my greatest compassion will be for our own struggling citizens. My plan is the exact opposite of the radical and dangerous immigration policy of Hillary Clinton. Americans want relief from uncontrolled immigration. Communities want relief.
Yet Hillary Clinton is proposing mass amnesty, mass immigration, and mass lawlessness. Her plan will overwhelm your schools and hospitals, further reduce your jobs and wages, and make it harder for recent immigrants to escape from poverty.
I have a different vision for our workers.

The Sanctuary Scandal

Donald Trump's unorthodox campaign has performed a public service by shining the national spotlight on the problem of "sanctuary cities," which shelter illegal aliens from deportation. The tragedy of Kate Steinle, who died in the arms of her father after being shot by an illegal alien, is that her death was preventable, yet officials have defiantly defended their sanctuary policies.
It wasn't only the city and county of San Francisco that released the seven-times-convicted, five-times-deported Mexican who killed Steinle. Barack Obama's ICE let him go, too. ICE has released many thousands of criminal aliens onto unsuspecting local communities instead of returning them to their countries of origin, including 121 who were subsequently charged with murdering Americans in the past five years.
According to government figures compiled by Jessica Vaughan of the Center for Immigration Studies, more than 8,100 deportable aliens (including 3,000 felons) were released by sanctuary cities and counties in just the first eight months of last year. Some 1,900 of those wrongly released aliens have already re-offended 4,300 times, racking up 7,800 new charges including murder, violent assault, rape and child rape.
The first local sanctuary policy was officially adopted more than 30 years ago by notorious Los Angeles Police Chief Daryl Gates. Since then, about 300 cities and counties have adopted one or more sanctuary policies such as: refusing to inquire about immigration status when making a traffic stop or during other routine police work; refusing to report a subject's unlawful status to the appropriate federal agency (now called ICE); or refusing to honor a "detainer," which is a written request to detain a subject until ICE can deport him.
Bills to stop local sanctuary policies were introduced in Congress and state legislatures, but they all wilted under pressure from amnesty advocates, such as businesses dependent on cheap foreign labor. The U.S. House last week finally approved a bill to withhold certain federal reimbursements from sanctuaries, but the promise of a presidential veto assures that even this minor reform will never become law.
Headlines proclaim that Republicans voted to "crack down" on sanctuary cities, but nothing will change unless the restrictions are folded into a must-pass appropriations bill. Washington, D.C., for example, remains a sanctuary city even though Congress has the constitutional power "to exercise exclusive legislation in all cases whatsoever" over our nation's capital.
Local sanctuary policies protect thousands from deportation, but the real damage is done at the federal level.
Policies instituted by the Obama administration have effectively given sanctuary to millions, thanks to Obama's wholesale refusal to enforce immigration laws.
Take Obama's executive amnesty of last November 20, which would have given legal status and work permits (including Social Security numbers) to approximately five million of the estimated 11 million illegal aliens. A brave federal judge blocked the work permits, but the five million still benefit from Obama's decision to give them a low enforcement priority, another form of sanctuary.
Obama recently extended lower-priority enforcement to several million more people, and approximately 87 percent of the illegal population — all but 1.4 million of the 11 million — are basically home free, as if the United States is now the sanctuary for the whole world.
Don't assume illegal immigration has stopped just because the official estimate of the illegal population has remained steady at 11 to 12 million for a decade. To replace attrition (a.k.a. self-deportation), illegal immigration (which includes people who enter legally but don't go home when their visas expire) continues unabated at the rate of 1,000 per day.
About 2.5 million people have entered illegally or become illegal since Obama took office on Jan. 20, 2009, and that number doesn't even include legal immigration of more than 1.1 million people a year. The Census Bureau estimates that "net migration" will bring 14 million new immigrants to the United States during the next 10 years.
Of all of Obama's sanctuary policies, probably the worst is his vast expansion of refugee and asylum policies. Largely unnoticed by national media, tens of thousands of so-called refugees, mostly from Muslim countries, are being resettled all over the United States.
The United States now receives more refugees than all other countries combined and plops them down in what are called "seed communities" where local opposition is not tolerated. There's even a special federal program to combat "pockets of resistance," such as the recent uproar in Twin Falls, Idaho, where the U.S. government wants to send 300 refugees from war-torn Syria.
The July 16 murders of four U.S. Marines and a U.S. Navy sailor in Chattanooga, Tenn., by a Kuwaiti-born Palestinian is a good example of the dangers of allowing Muslims to enter our country legally as refugees. Like the Boston Marathon bombing by the Tsarnaev brothers in 2013, and like the dozens of Somali young men who have disappeared from Minneapolis, Chattanooga is another case where children of immigrants are radicalized by the terrorist ideologies of the countries their parents came from.

NumbersUSA to oppose sanctuary cities bill, H.R.3009

The House Rules Committee has scheduled a hearing for Rep. Duncan Hunter's (R-Calif.) sanctuary cities bill, H.R.3009, for Wednesday afternoon. NumbersUSA has sent a notice to all House Members, telling them that we will oppose the Hunter legislation. Here's what was sent to House offices.
While we appreciate the intent behind the Hunter sanctuary bill (H.R. 3009), NumbersUSA has no choice but to oppose it. The Hunter language is actually weaker than the language that the House adopted--by a vote of 227-198--as an amendment to the Commerce, Justice, Science Appropriations Act, offered by Rep. Steve King. It is unconscionable that the House would respond to the tragic murder of Kate Steinle by moving legislation that is weaker than the language it adopted less than two months ago to defund sanctuary jurisdictions.
The bigger problem, however, is that the Hunter bill does not in any way address the largest sanctuary jurisdiction of all: the Federal government. Sanctuary states, cities, and counties release thousands of convicted criminal aliens each year, but the Department of Homeland Security releases tens of thousands of convicted criminal aliens each year. Grant Ronnebeck, murdered by a convicted criminal alien in an Arizona convenience store, is no less a victim of sanctuary policies than Kate Steinle just because his killer was released by the Department of Homeland Security.
NumbersUSA completely agrees that Congress needs to act now to stop sanctuary policies, but it needs to address all of them. Releasing convicted criminal aliens into our communities is dangerous and wrong, regardless of which government entity is doing the releasing.

Prez Hopefuls get tougher -- say 'cut funding to Sanctuary Cities'

The momentum is building against sanctuary cities.
Just last night, I posted a blog chiding the 2016 Presidential Hopefuls for being too timid in their response to the issues raised by the killing in the sanctuary city of San Francisco.
But we have been pleased to get a lot of new evidence today of something of a groundswell toward specifically cutting funding for cities that protect criminal foreign citizens and even support for specific bills introduced in Congress.
The attention of most Presidential Hopefuls to this single subject is creating a national focus that has to help our allies in Congress who are trying to persuade Republican leaders in the House and Senate to allow bills to come to a vote to deal with the problem of criminal aliens.
TED CRUZ is now trying to use a Senate education bill to penalize cities who don't report all undocumented immigrants to federal authorities:
(Cruz) filed an amendment to the Every Child Achieves Act that would redirect federal funding from more than 200 sanctuary cities to state governments, according to The Hill. "It doesn't make any sense for our cities to be harboring violent criminals," Cruz told Fox News on Thursday, "and it doesn't make sense for the federal government to be releasing violent criminals."
RAND PAUL's office released this yesterday:
Today, U.S. Senator Rand Paul introduced legislation that would prevent "sanctuary cities" from harboring violent and dangerous criminal aliens . . . (The) Protecting American Citizens Together Act (PACT Act) . . . would require state and local law enforcement to notify U.S. Immigration and Customs Enforcement (ICE) following the arrest of an illegal immigrant and detain an illegal immigrant if requested to do so by ICE. . . . Under this legislation, localities will be required to follow the new requirements as a condition of receiving federal law enforcement grants.
MIKE HUCKABEE has made cutting the funding one of the points of his six-point immigration plan on his campaign website where he states:
The horrible policies that have created sanctuary cities are a symptom of President Obama's broader policy decision to ignore existing laws and issue radical unconstitutional executive orders that provide amnesty to the most dangerous illegal aliens. . . . What most people don't realize is that existing laws provide more than enough leeway for the Executive branch to get the illegal immigration crisis under control. As your president, I'll use my pen and my phone to follow the Constitution by (1) Ending Obama's Catch and Release policy. This would increase arrests, detentions and deportations of illegal aliens, particularly those who have joined gangs and committed serious crimes against Americans. (2) Using all powers of the presidency to deny federal funding to sanctuary cities and work with Congress to do the same."
JEB BUSH endorsed the move to withhold money::
Talking about things the federal government can do, we shouldn't provide law enforcement monies for cities like San Francisco until they change their policies."
This news item on RICK PERRY reminded that he has a history of weighing in on this issue:
Days after an undocumented laborer was charged with the murder of a San Francisco woman, former Gov. Rick Perry called for federal funding to be pulled from so-called "sanctuary cities" -- the common term for local governments that don't enforce federal immigration laws. Perry's proposal, released via email on Thursday, includes making sanctuary cities ineligible for the State Criminal Alien Assistance Program, a U.S. Justice Department program that awards millions of dollars to local governments to ease the cost of jailing undocumented immigrants.
This is not Perry's first attack on sanctuary cities. The former governor added eliminating the local policy to his list of emergency items during the 81st Legislature in 2011. He also called a special session the following summer and added the measure to the agenda. Specifically, the legislation Perry sought would have denied state funds to entities that ban certain law enforcement agencies from inquiring about the immigration status of any person who was legally detained or arrested.
Perry's measure didn't pass because the leadership of the Texas legislature has long been controlled by politicians determined to make sure their business donors continue to have a steady supply of cheap illegal foreign labor. We have previously labeled Perry's positions on Interior Enforcement as "Mixed" because of his support for in-state tuition for illegal alien students while strongly opposing drivers licenses for illegal aliens. We had failed to notice his earlier leadership against sanctuary cities in his state. With his new display of a firm grasp of the policy solutions on the issue engaging the country at this moment, we moved his Rating on Interior Enforcement to GOOD.
Sadly, none of the Democratic Hopefuls has indicated an interest in curbing the practice of some cities of protecting criminal aliens.
The campaign office of HILLARY CLINTON indicated the opposite:
Hillary Clinton believes that sanctuary cities can help further public safety, and she has defended those policies going back years," said Xochitl Hinojosa, a campaign spokeswoman, in a statement made public Thursday. "As she made clear, this particular individual should not have been on the streets...She believes that we need a system where people like this don't fall through the cracks and that is why she continues to fight for comprehensive immigration reform."
