Editorial: Currency Changes? When do we get to vote on them? Why don't these have to pass congress???

Editorial

As we know, many denominations of U.S. currency are undergoing changes. Of course, we the public never got to vote on these and nobody campaigned on these changes.

Since Congress has the power over currency (Article 1, Section 8 of the Constitution), why is this not a congressional matter rather than an executive matter??
