Health officials in New York City have issued warnings about two new strains of sexually transmitted diseases (STDs) affecting homosexual and bisexual men.
The first, lymphogranuloma venereum, or LGV, is a form of chlamydia known for two decades in the tropics, but which in recent months jumped to Europe and now to New York. Among other things, it can cause permanent damage to the bowels and increase the risk of contracting HIV/AIDS, hepatitis C and other STDs.
On the heels of that disturbing announcement came one even more troubling—word of a rare and aggressive form of HIV/AIDS in one man that is resistant to most drugs and progresses rapidly to full-blown AIDS in a matter of a few months.
Some had predicted that this deadly development was only a matter of time, as the AIDS virus is well known for its ability to mutate—a primary reason that no effective vaccine has been developed.
With the development of powerful (and extremely expensive) drugs in the 1990s, many developed a false sense of security, thinking that AIDS was no longer such a deadly threat and, if infected, they could continue life pretty much as usual. Many homosexual men reverted to unprotected sex with many partners, as evidenced by increasing rates of syphilis, chlamydia and other STDs.
The man infected with this latest deadly strain illustrates the problem health officials face in trying to keep the disease under control. The man admitted to having had hundreds of sexual partners, many in sexual marathons fueled by methamphetamine, a powerful illegal stimulant.
Patrick McGovern, executive director of Harlem United Community AIDS Center, explained that "people become hypersexual when they're using crystal [methamphetamine], but crystal by itself can limit your ability to function sexually. So people combine it with something like Viagra, that lets them keep going for hours."Dennis DeLeon, the president of the Latino Commission on AIDS, said men using such drugs commonly have sex with 10 to 20 partners in a single night. Methamphetamine "is a drug where they just lose count," he said.
Such depraved practices bring to mind the words of the apostle Paul in Romans:1:24, where he notes that because men reject the idea of a great Creator and Lawgiver, God "has given them up to their own vile desires, and the consequent degradation of their bodies" (Revised English Bible). A Civil Discussion About Gay Marriage





I’m guessing I’m not the only one who has felt overwhelmed and confused by the intense and dramatic language often used by friends dabbling in “Gay Rights” Activism. The controversy about “gay marriage” has stirred up and divided friends, families, and churches lately. I have often felt at a loss for words when trying to have a respectful discussion, as I sorted out the many disjointed and forcefully presented arguments. My hope is to help you to feel competent and calm in your own respectful discussions with your friends, family or coworkers.

Enough With the Emotive Appeals

If an argument is to be valid, it must stand without emotive appeals. Rhetorical questions such as “Why shouldn’t two people be able to spend their lives together if they love each other?” pull our heartstrings, but do not speak at all to the actual issue. Is it valid to suggest that the law, as it exists today, prohibits people from “spending their lives together” as a same sex couple? No. Civil Unions already exist and DO allow people to spend their lives together. A marriage is a covenant between a man, a woman, and God. A Civil Union is a contract between two adults and a civil authority. So already, by definition, even the term “gay marriage” is indefensible. Asking the government to let you get married is like asking the Post Office for a library card: You are asking the wrong authority, it’s not even within their power to grant your request.

Social Acceptance

An unspoken argument that is raging under the surface is for acceptance of the GLBT lifestyle as equal to the heterosexual lifestyle in the realms of daily life and by society at large. Activists hope that "legalizing gay marriage” would push it outside of the realm of “alternative” and into normalcy. On a personal level, it would mean acceptance by parents, siblings, friends, neighbors, the PTA and the little league team. However, the government can only create and enforce legislation, it cannot change people’s personal beliefs. Not to mention, the First Amendment protects free speech, even when controversial. The key here is “Your right to extend your arm stops at my nose.” A person can change his own beliefs and his own behavior, but cannot force his expectations on others.
Many will muddy this issue by linking it to violence, discrimination, or other crimes against gay people. This is also not a valid argument. Gay people already have rights. They are already citizens. If those rights are not respected, there are already laws in place to protect them and punish the guilty parties. If these laws are not upheld, that is an issue of enforcement, not legislation.

Religious Acceptance

This is another argument that is often unspoken, but is at the core of the issue. Activists want churches and synagogues—and by extension, God—to proclaim acceptance of the gay lifestyle as a moral imperative. Arguments may present a confusing dissonance of morality, claiming that “love” and “acceptance” are the same. You may have heard something similar to this: “If God is love, He must love everyone, and to love everyone, He must accept them no matter what.” So either God is wrong [because He says He is love but doesn’t love and accept homosexuality], or Christians are wrong [because they say that God doesn’t love and accept homosexuality when He actually does].”This argument catches many off guard, but its fundamental premise is flawed. “Love” and “acceptance” are not synonyms. God’s love for us is a selfless love, and when He defines an action as sin, it is because it is harmful. God can love a person without accepting their actions. There are already many resources on ucg.org that would be helpful in refuting claims that homosexuality is biblically acceptable, or in any way righteous in God’s sight. Again, legislation would not, could not change the teachings of the Bible or the beliefs of Christians.

Property Rights

When you get down to it, all of the flowery speech about love, devotion and equality distracts from the facts. The inflammatory news items of late have generated from issues of property rights. This is where any possibility exists for government legislation. The only practical discussion about “gay marriage” would be this: Should the government recognize Civil Unions as it does marriage: with tax credits, next of kin rights, and other laws governing money and property?
Some would say yes, because our government should represent its people, and protect their rights to life, liberty and the pursuit of happiness. We live in a carnal world, and even if the law stayed as it is, our government and our population is already far from righteous.
On the other hand, history is made up of critical moments that can turn future events on their heads. Is this debate on “gay marriage” such a critical moment? Is it possible that if enough people learned God’s truth and sought Him that America as a whole could turn and repent?
I choose to be optimistic. That is why it is so important for you and I to be informed, to be logical, to be competent in thought and discussion. Because changing hearts and minds is what we are here for. All of us have been rescued from sin, and who knows what the impact of your words could be for someone else?
So if you find yourself in the middle of a heated discussion, remember: Be logical. Be clear. Ask questions to find out what is driving your friend’s argument. And above all, remember Proverbs:11:9. “With their words, the godless destroy their friends, but knowledge will rescue the righteous.”

Same-Sex Marriage Threatens Civilization



Many fail to realize the dangerous path that same-sex marriage is leading us down. Far more is involved than the opportunity for two members of the same sex to marry.

The battle over same-sex marriage continues, though not always on the front pages. The PBS (Public Broadcasting Service) Web site cites a new survey indicating that 52 percent of Americans would favor a law that prohibits same-sex marriage. A recent Washington Post poll found that fewer than four in 10 Americans support same-sex civil unions that would provide some of the rights and legal protections of marriage. Legislatures in 38 states have adopted so-called Defense of Marriage Acts, which define marriage as a contract between a man and a woman.
Yet two Canadian provinces have now made same-sex marriages legal. And the highest court in Massachusetts ruled last November to allow same-sex marriages, which began May 17.
PBS commentator Jeff Sheler referred to these cases as “a changing of the guard, a social shift of historic proportions.” He commented, “The controversial change has sent shock waves through legal and religious communities on both sides of the border.”

Theological positions regarding marriage

Reactions to the issue of same-sex marriage serve as the latest barometer of whether the Bible is acknowledged and used as the basis of morality. (Marriage and family are still reeling from earlier attacks of permissiveness, adultery, premarital sex, disrespect, rampant divorce and remarriage, abuse and a host of other societal changes.)
In many cases today, human reason trumps Scripture’s fundamental teachings. Bible passages are either misinterpreted or discounted by those who advocate a personal agenda that conflicts with its plain teachings.
Liberal theologians conveniently dismiss the inerrant authority of the Scriptures and consider many historical events, including the creation account of Genesis 1, to be myths. Many of the plain statements by the apostle Paul are seen as temporary, cultural matters.
One church official, after writing off the clear teachings of Scripture as “cultural” and thus obsolete and irrelevant in our present-day civilization, concluded, “Keeping the faith is what counts.” But faith in what? Apparently faith in a stripped-down version of Scripture tailored to individual preferences and prejudices.
Some claim that the human authors of the Bible were ignorant of the dynamics of homosexuality and the capacity for people to love someone of the same sex and to make a commitment of marriage. In their minds civil rights take precedence. Even some conservative Christians share that viewpoint, citing passages in Romans 13 that urge Christians to submit to civil authority.

Threats of homosexual issues to civilization

A homosexual man, who claims to be a devout Episcopalian, boldly stated in a PBS interview, “Family has been redefined. We no longer have, for various reasons, mother, father, two children. It can be now mother and two children; father, two children. It can be lesbians, one child, two children. It can be gay men.”
Herein lies the greatest concern. Same-sex marriage is not just about two people seeking permission and approval to make a legal commitment of marriage. It is about redefining longstanding, biblically based, fundamental aspects of our culture. It is the opening salvo on a moral battlefront with grave stakes for modern civilization, as we have known it.
Gay activists will not be content with the right to marry. They want equal rights and full acceptance of homosexuality as a legitimate “lifestyle.” This means that employers, including churches and schools, would be required to hire practicing homosexuals as teachers, pastors and in other occupations that influence the thoughts of others, including children.
Are you prepared for an even greater influx of love songs, television programs and movies based on homosexual couples? Even television commercials and other forms of advertising will pick up the trend. What effect will all of this have on your children and grandchildren?
We don’t need to guess at the answers. It has already begun. One young Christian husband and wife were shocked when their young son brought home a book from his elementary school titled The King and King. The story centers on a young prince who tells his parents that he loves someone of his own sex. So their destiny as a royal couple is dubbed king and king instead of the traditional king and queen. The young couple expressed their dismay to school officials who defended the teacher’s selection on the basis that other parents did not share their concerns.
This is one isolated incident, but one that will soon become commonplace if the present trend continues. Same-sex marriage is but a foot in the door to full recognition and legal approval of homosexuality in every aspect of life. Time appears to be in their favor. What is now the silent majority would become a silent minority, muzzled by “hate law” provisions geared to silence opposition. What is now the vocal minority would continue its campaign with the goal of becoming the majority and establishing homosexuality as the norm.
Think it can’t happen? It already did—in Sodom and Gomorrah. The Bible exhorts us, “And don’t forget the cities of Sodom and Gomorrah and their neighboring towns, which were filled with sexual immorality and every kind of sexual perversion. Those cities were destroyed by fire and are a warning of the eternal fire that will punish all who are evil” (Jude 7, New Living Translation).

 

Importance of Christian reaction and response

The apostle Peter wrote that “God rescued Lot out of Sodom because he was a good man who was sick of all the immorality and wickedness around him” (2 Peter:2:7, NLT).
Although God refers to him as righteous, in the eyes of many Lot would be labeled as “homophobic.” This is another tactic to turn the tables on opponents of same-sex marriage and homosexuality. The prophet Isaiah decries this tactic, “Woe to those who call evil good, and good evil; who put darkness for light, and light for darkness; who put bitter for sweet, and sweet for bitter!” (Isaiah:5:20).
What about today? Is there enough commitment and determination by the majority of Christians and other citizens to resist the powerful efforts of the firmly entrenched gay activist minority? How deeply motivated are Christians to nip this in the bud? Jesus said in John:9:4, “We must work the works of him who sent me while it is day; night is coming when no one can work” (New Revised Standard Version).
In some areas of Canada it is even against the law to quote the Bible’s condemnation of homosexuality.
Wedding Rings

In the United States legislators in several states have sought to protect the legal status of marriage as a union between one man and one woman. In the recent election, voters in 11 states approved constitutional amendments limiting marriage to one man and one woman. The amendments won in Arkansas, Georgia, Kentucky, Michigan, Mississippi, Montana, North Dakota, Oklahoma, Ohio, Utah and even Oregon—a state where gay-rights activists hoped to prevail.
President George W. Bush, too, has voiced support for a constitutional amendment that will limit marriage to heterosexual couples. The current version allows for civil unions for homosexual couples, giving the amendment opponents on both sides of the issue. Many traditional-marriage advocates consider this as an unacceptable compromise, and many homosexuals view it as unjustly discriminatory. However, even this weakened version has been given slim chances for congressional approval.
In 1 Timothy:2:2 Paul exhorts us to pray “for kings and all who are in authority, that we may lead a quiet and peaceable life in all godliness and reverence.” The Louw-Nida lexicon offers, “that we may live in entire godliness and propriety,” and adds the comment, “In some languages ‘propriety’ is best expressed as ‘to act in the right way’ or ‘to act as one ought.’”
Civil rights vs. legal responsibilities
Viewpoints on same-sex marriage reflect a growing trend of emphasizing rights over responsibility. One young homosexual in Portland, Oregon, protested in a television interview, “This is the 21st century; we should be able to do whatever we want to do.” This mindset is a recipe for anarchy, not freedom.
Some seem to forget that citizenship is not just about one’s own personal freedoms. It also includes the rights and freedoms of others. The laws of the Bible define true freedom and form the basis of the civil governments of the United States and other Western nations.

In the United States, the concept of “civil rights” seems to be elevated above the rights of governments to establish and enforce laws that define and safeguard the freedoms of everyone. The Bible presents the law of God as “the perfect law of liberty,” or as the New International Version translates it, “the perfect law that gives freedom” (James:1:25).
Redefining and rejecting the laws of God puts us on a course that threatens the freedoms that we presently enjoy and take for granted. Tampering with the longstanding definition of marriage, sometimes called a divine institution, as the union of one man and one woman, described in the opening chapters of Genesis, threatens the very building blocks of society—marriage and family.
God told the first man and woman to “be fruitful and multiply” (Genesis:1:28). He designed the two sexes for that purpose. Two men or two women cannot produce children as biological parents. Marriage and family are also fundamental to the plan of God in the spiritual lessons that He wants us to learn from these relationships as He designed them.
Future of marriage and family
Jesus emphasized that “from the beginning of the creation God made [us] male and female” (Mark:10:6). That same Jesus promises to restore all things in His coming Kingdom (Acts:3:20-21). That will certainly include restoring the appropriate marriage and family relationships that are clearly spelled out in the Bible.
In the meantime mankind has some bitter lessons to learn from disregarding and defying these most fundamental truths of the Bible that form the moral basis of civilization.

America Is Doomed Unless We Convince Congress To Change Immigration Course

Ann Coulter wrote a column this week in which she called for the severe restriction of LEGAL immigration into the United States, which made us put on our thinking caps here at Pray For US (dangerous, but it happens from time to time).
We began researching legal immigration and came to a startling conclusion.
We have to convince Congress to change course on this entire immigration reform debate or America is demographically doomed.
Unless we take Coulter's advice as a nation and restrict legal immigration, and enforce strict controls regarding who can or cannot enter the country, you will no longer have a political voice within the next decade.
We are that close to the tipping point, folks!
Our federal immigration policies are DESIGNED to push conservative Christians into a national minority. We will be unable to elect Christian candidates in the House, Senate or White House within just a few more years.

We currently have no standards for restricting the types of people we allow in. Obama has, through Executive Orders, even started allowing "low-level" terrorists into the US.
Coulter points out that Australia's immigration policies require that an immigrant must meet several standards before being allowed into that country. They must speak English, be educated, be young enough to contribute to the work force, and they must have job skills.
This used to be our policy here.
But today, America is one of the only countries in the world that doesn't employ SOME standards for entry such as this. We currently import more than 1 million immigrants per year -- and only 13-percent of them are allowed in because of their job skills.
The other 87-percent are pushed right into the welfare state. We have to educate, feed and house them, and take care of their medical expenses.
Look at these statistics and tell me if this makes sense. From 1986 to 2012, we allowed the following numbers of immigrants into the United States from various countries:

Granted, people are less likely to move here from Australia, but the numbers should not be this lop-sided.
What this shows is that our government prefers to move unskilled, uneducated, non-English-speaking people (especially Muslims) here and move them onto the welfare rolls, ensuring a life of dependency and future Democrat voters when these immigrants achieve citizenship.
True immigration reform needs to require standards for entry, so that we only allow the best and brightest in the gates. Please send FaxGrams to Congress today and urge them to stop importing the world's poor!
This plot to extinguish conservatism from America through immigration is much worse, though.
We examined WHERE the immigrants and refugees are being placed by the federal government, dating back to 1990.
The vast majority of immigrants are left-leaning socialists, which is undisputed.  Most of them are being placed in "red" or conservative states, where they will eventually outnumber patriotic Americans.

These percentage increases have taken place since 1990.
A few states fall outside of this pattern, but what this data shows is that the influx of legal immigrants -- future Democrat voters -- is being concentrated in the most heavily-conservative states.
The one-worlders who designed this policy of self-destruction know that nature will take its course and YOU will soon be a voting minority, even if you live in a currently conservative state.
That is exactly what happened to California, the home state of former President Ronald Reagan.
It will happen to the entire country unless we change course right now! We have to shift the focus of the national debate away from illegal aliens and toward reforming LEGAL immigration first.

What does the Bible say about same-sex marriages?

How does the Bible define marriage?


Answer: Jesus left no doubt about His mind on the subject of marriage in His statements in Matthew 19:4-6: "Have you not read that He who made them at the beginning ‘made them male and female,' and said, ‘For this reason a man shall leave his father and mother and be joined to his wife, and the two shall become one flesh'? So then, they are no longer two but one flesh. Therefore what God has joined together, let not man separate."
Homosexuality is an explosively controversial subject in our present society, but not a new issue for the Church of God. It confronted the early New Testament Church. Note the following from 1 Corinthians 6:9-10: "Do you not know that the unrighteous and the wrongdoers will not inherit or have any share in the kingdom of God? Do not be deceived (misled); neither the impure and immoral, nor idolaters, nor adulterers, nor those who participate in homosexuality...will inherit or have any share in the kingdom of God" (Amplified Bible).
Based upon the biblical instruction, the United Church of God believes homosexual behavior to be both unnatural and sin (Romans 1:26-27). The Scriptures are plain on the subject.
What of people who practiced homosexuality in the past? Here is what follows the above quote: "And such were some of you. But you were washed, but you were sanctified, but you were justified in the name of the Lord Jesus and by the Spirit of our God" (1 Corinthians 6:11). Members of the Church of God in Corinth were guilty of some or all of the sins listed—including homosexuality—but later converted and turned from their sins. Following the scriptural example, the United Church of God graciously welcomes into our fellowship all people who repent of their sins—any sins. But we neither practice nor recognize same-sex "unions" or marriages.

Editorial: 2014's Culture War So Far!

Since 2014 the liberal offensive in the Culture War has not lessened! In the last week, the GOP 2016 frontrunner was attacked even though he is a moderate! Just wait until a conservative is in the crosshairs and he or she will be attacked as Clarence Thomas was, which is something to think about after MLK Day.


The culture war also has the continuing trend of going against the will of the people. This is by the courts in overturning gay marriage bans in Oklahoma and Utah, or the executive branch in giving executive orders to override existing immigration laws.


Now, more than ever, there needs to be focus on all fronts of the Culture War!

Congress Fights Back Against Obama's Amnesty for Millions of Illegals and so should you‏

And Remember when contacting public officials to please be firm but respectful. Any over the top messages could result in law enforcement action against you. While many of us have been sending out press releases and calling Congress demanding action against Obama's unlawful and unconstitutional Amnesty memo for almost six months, elected officials are finally starting to respond!



We are happy to report that yesterday several members of Congress from Texas started speaking out and confronting the Obama administration on their unlawful policies decreed by memo instead of law or even a formal executive order. Call and then write every member of Congress in your state and more if you have time. Remember to call and then follow up with a personalized written version of your message. A large volume of calls and letters to other members of Congress in support of the actions of Representatives Carter and Culberson could start the dominoes falling against Obama.

Important State Defense Battles in CA and Other States

While our illegal immigration fighting legislation in the states continues to advance in places like Alabama, South Carolina, Georgia, Oklahoma, Indiana, and Arizona, we have also suffered some defeats.



What we are learning is that these defeats appear to finally awaken many Americans. While it is sad that many Americans will not rise to action until the illegal alien invaders have won major concessions, these public backlashes are very important to us.



Right now we are aiding and monitoring incredible reactions to illegal alien legislation that has passed in California, Maryland, and Utah.

On illegal immigration, Justice Department eyes four more lawsuits




The Obama administration is ratcheting up its efforts against state immigration laws around the country, according to a new report.



After suing Arizona and Alabama over immigration measures enacted in those states, the Justice Department is currently reviewing immigration laws in four other states to decide whether to challenge the measures, the Washington Post reported. The immigration measures being examined were enacted in Utah, Georgia, South Carolina and Indiana.



The Justice Department will examine the four laws to see the extent to which the measures interfere with the federal government’s enforcement of immigration law.

“Based on that review and applying those principles, the United States will decide whether and when to bring suit challenging particular state laws,” Justice Department spokesperson Xochitl Hinojosa said.



The potential challenges come at an opportune time for the White House, which is seeking to boost Hispanic support for President Barack Obama’s reelection bid.



“I don’t recall any time in history that the Justice Department has so aggressively challenged state laws,” Jonathan Turley, a constitutional law expert at George Washington University Law School, told the Post.



On Wednesday, a federal judge ruled that Alabama could begin enforcing some of the most controversial parts of its toughest-in-the-nation immigration law, including requirements for schools to verify students’ immigration status and for police to determine citizenship and status of those they stop, detain or arrest. Other provisions challenged by the Obama administration were blocked until a federal judge can make a final ruling.



The Supreme Court could decide to hear Arizona’s case — the 9th U.S. Circuit Court of Appeals in April to blocked most of the contested parts of the law from taking effect — this term, before the 2012 election.



The laws in the Utah, Indiana, Georgia and South Carolina include a variety of controversial measures, such as making it a crime to harbor an illegal immigrant and allowing police to determine a person’s immigration status in certain situations.

ENVIROS GO NUTS: PROTESTERS SIT IN TO FIGHT OIL SANDS WHICH OUR NATION NEEDS

The latest environmentalist cause célèbre is to block the Keystone pipeline which would bring Canadian oil sands petroleum to Texas refineries. Already almost two hundred green activists have been arrested at White House sit-ins designed to force Obama to kill the pipeline.



The protests are total and utter nonsense!





Oil sands petroleum is retrieved from the earth by unconventional methods like surface mining since it cannot be extracted through traditional drilling. Almost half of Canadian oil production comes from oil sands and the United States gets about 1.25 million barrels of oil sand petroleum every day from Canada (about one-tenth of our total oil imports). And Canada’s production of oil sand petroleum is expected to grow rapidly, offering a key alternative to imports from the Middle East and Venezuela. In addition, the U.S. has about 32 billion barrels of oil sand in eight fields in Utah which are not yet being mined commercially.



But the greens are raising hell because the extraction methods to get at oil sand petroleum generate between six percent and twenty percent more greenhouse gases than conventional oil. They oppose the pipeline because they don’t want the United States to use more oil sand petroleum. They would rather we develop clean energy and, in the twenty or thirty years until we do so, continue to use Middle Eastern and Venezuelan oil.



Environment Canada estimates that using oil sand petroleum instead of other oil accounts for five percent of Canadian carbon dioxide emissions each year and contributes 0.1% of global greenhouse gas emissions. (This stat is “wells to wheels” and includes all emissions connected with oil sand petroleum). So, for this miniscule amount, the greens want us to sacrifice over a million barrels a day of oil imports from our politically most reliable international source – Canada! And they want us to forgo the rapidly growing fuel source that oil sands represent.



The environmentalists do not allege, by the way, that the emissions connected with oil sand retrieval harms human health as much as that it contributes to global climate change.



Obama will have to decide soon if he is going to kill the Keystone pipeline. If he does, he will bear the responsibility for our continued dependence of Middle Eastern oil and for coming gasoline price increases.



But unless he caves in to the greens, he risks their wrath on Election Day, decreasing the turnout of this politically crucial part of his coalition.



We’ll all be interested to see what he does.

2011 Immigration-Related Laws and Resolutions in the States

2011 Immigration-Related Laws and Resolutions in the States

In the first half of 2011, state legislators introduced 1,592 bills and resolutions relating to immigrants and refugees in all 50 states and Puerto Rico. The number of bill introductions is an increase of 16 percent compared to the first half of 2010, when 46 states considered 1,374 bills and resolutions pertaining to immigrants.



As of June 30, 2011, 40 state legislatures enacted 151 laws and adopted 95 resolutions for a total of 246. 44 state legislatures passed 191 laws and adopted 128 resolutions, for a total of 314. An additional five bills were vetoed. The 2011 total of laws and resolutions is a decrease of 22 percent. Twelve additional bills passed but were vetoed by governors. As of June 30, an additional 10 bills were pending governors’ approval – these bills are not included in this report of enacted laws. For the same period in 2010,



As in previous years, law enforcement, identification/driver’s licenses and employment remained the top issues addressed in state legislation related to immigrants. Several states – Alabama, Idaho, Kansas, Michigan, South Dakota and Utah – enacted sex offender registries that include a requirement of proof of citizenship or immigration documents. Montana required that the DMV use the SAVE program to verify a driver's license or an ID applicant's lawful presence. E-Verify legislation was enacted in 10 states: Alabama, Florida, Georgia, Indiana, Louisiana, North Carolina, South Carolina, Tennessee, Utah, and Virginia. Seventeen states now have an E-Verify requirement.

The National Conference of State Legislatures



Five states – Alabama, Georgia, Indiana South Carolina and Utah – crafted omnibus laws following the example of Arizona’s SB.1070. The legislation includes provisions that require law enforcement to attempt to determine the immigration status of a person involved in a lawful stop; allowing state residents to sue state and local agencies for noncompliance with immigration enforcement; requiring E-Verify; and making it a state violation for failure to carry an alien registration document. Alabama’s HB.56 requires schools to verify students’ immigration status. All five immigration enforcement laws have been challenged in court, citing federal preemption and violation of the Fourth and Fourteenth Amendments.



Utah took the immigration debate in a new direction, crafting a package of bills to support immigration enforcement and a legal immigrant workforce (HB.116, HB.466, HB.469 and HB.497). Key provisions include seeking a federal waiver to obtain foreign workers; creating a multi-agency strike force to combat crimes associated with illegal immigration and human trafficking; creating an advisory Utah Commission on Immigration and Migration; and requiring studies on the economic, legal, cultural and educational impact of immigration and a state plan on immigration and integration.



In education, Maryland and Connecticut will permit unauthorized immigrant students to be eligible for in-state tuition. Twelve states now have similar statutes that typically condition eligibility on attendance and graduation from a state high school and college admission.



In the health and public benefits categories, Washington state offers services to ethnic minority children participating in foster care ages 18 to 21. Indiana established a county domestic violence fatality review team and provides migrant child care if domestic violence is found. Nevada created the Silver State health insurance exchange and permits lawfully present immigrants to participate.

State laws related to immigration have increased dramatically in recent years:



In 2005, 300 bills were introduced; 38 laws were enacted and 6 vetoed.



In 2006, 570 bills were introduced, 84 laws were enacted and 12 resolutions adopted.



In 2007, 1,562 bills were introduced, 240 laws were enacted and 50 resolutions adopted.



In 2008, 1,305 bills were introduced, 206 laws were enacted and 64 resolutions adopted.



In 2009, more than 1,500 bills were introduced, 222 laws were enacted and 131 resolutions adopted.



In 2010, more than 1,400 bills were introduced, 208 laws were enacted, and 138 resolutions adopted.



As of June 30, 2011, 40 state legislatures enacted 150 laws and adopted 95 resolutions for a total of 245.
