Rubio and Gutierrez, the Democratic point man in the House, have planned to meet before Christmas, according to Gutierrez. While his colleagues focus on avoiding the fiscal cliff or other issues likely to come up in the lame duck, Rubio has been working behind the scenes to lay the groundwork for immigration reform. But McCain has a better grasp of how to pass major bipartisan legislation. Before pushing immigration reform through the Senate, he formed a coalition to pass campaign finance reform in 2002 — despite long odds.



Sen. Marco Rubio (R-Fla.) is seen as his party’s natural leader on immigration reform, but he will have to share the stage with Sen. John McCain (R-Ariz.).



The 2008 GOP presidential nominee is the upper chamber’s most seasoned expert on immigration reform, and nearly pushed a comprehensive deal through Congress six years ago.



Rubio has already talked with McCain to iron out a strategy for next year, but the two lawmakers have yet to sit down together to carefully review policy details. McCain has been focused on the defense authorization bill and could shift his attention to the fiscal-cliff negotiations, as he often plays a central role in major policy debates.

The two influential senators don’t appear to be on the same page on whether to go big on immigration.



Rubio says it would be a mistake to push a large, comprehensive reform bill, which could draw reflexive opposition from conservatives who are suspicious of sprawling bills that remind them of the 2010 Affordable Care Act.



“One massive piece of legislation, bill, is probably not the right approach, but I do think we need a comprehensive package, several bills,” Rubio told The Hill. “Not 10, but maybe three or four that sequentially address these issues in a coordinated way.”



McCain is not yet sold on that approach. After all, he and the late Sen. Edward Kennedy (D-Mass.) managed to push a comprehensive reform bill through the Senate in 2006. McCain, who has a long history of working with Democrats, knows they would resist any effort to split immigration reform into several pieces.



“We’ll see. I think that’s one thing that needs to be discussed, whether it would be either/or,” McCain said when asked about whether immigration reform should be attempted all at once or done piecemeal.



McCain was less involved in the comprehensive package assembled by Kennedy and Sen. Jon Kyl (R-Ariz.) in 2007, which failed to muster enough support to overcome a filibuster.



Rubio is the only Republican Hispanic in the Senate, and his fluent Spanish makes him an ideal spokesman for any GOP immigration reform plan. Some political insiders view Rubio as the odds-on favorite to secure the Republican presidential nomination in 2016.



But McCain has a better grasp of how to pass major bipartisan legislation. Before pushing immigration reform through the Senate, he formed a coalition to pass campaign finance reform in 2002 — despite long odds.



Democratic leaders such as Senate Majority Whip Dick Durbin (Ill.) and Sen. Charles Schumer (N.Y.) have made it clear that reform should be pursued through one piece of sweeping legislation.



Rep. Luis Gutierrez (D-Ill.), chairman of the Immigration Task Force of the Congressional Hispanic Caucus, worries Republicans will pass legislation to take care of highly skilled immigrants and farm workers, but leave millions of others unaddressed.



“There’s always a desire to take care of certain things, but it doesn’t help millions and millions of people everywhere who work every day and sweep floors and wash dishes,” he said. “For me, they’re all equal.”



While his colleagues focus on avoiding the fiscal cliff or other issues likely to come up in the lame duck, Rubio has been working behind the scenes to lay the groundwork for immigration reform.



He has reached out to House Budget Committee Chairman Paul Ryan (R-Wis.), another top-tier prospect for the White House in 2016, as well as to Senate Democrats, according to a source close to Rubio.



Rubio and Gutierrez, the Democratic point man in the House, have planned to meet before Christmas, according to Gutierrez.



Senate Republicans say they do not see any one lawmaker taking the lead on immigration reform.



“I think it will be a combination of people,” said Sen. Lindsey Graham (R-S.C.), one of McCain’s closest allies.



Graham said freshman Sen. Mike Lee (R-Utah) and Sen.-elect Jeff Flake (R-Ariz.) would also play active roles.



Graham, who has resumed long-stalled negotiations with Schumer, the chairman of the Judiciary panel’s Immigration subcommittee, declined to rule out a comprehensive bill.



“We’ll see where everybody comes out on that,” he said.



Rep. Raúl Labrador (R-Idaho), who has been building a coalition of House conservatives to support immigration reform, said he expects the Senate to act first because lawmakers there have significant legislative experience on the subject.



He envisions Rubio and McCain as co-leaders of the effort.



“We will probably see something come out of the Senate pretty quickly,” he said. “You have some members working it for some years.



“I think Marco Rubio and John McCain can work very well together. You have the experience John McCain brings to the table and you have the communication skill that Rubio has. That’s a great way to form a partnership. I don’t think it matters who gets the credit,” he added.



Rubio has focused this year on legislation to grant legal status to illegal immigrants who came to the country at a young age. The freshman senator was expected to unveil it earlier this year, but held off after President Obama announced a major change in deportation policies.



Rubio had been working with Kyl and Sen. Kay Bailey Hutchison (R-Texas), who are both retiring at the end of the year. The Achieve Act, introduced last month by Kyl and Hutchison, would not create an expedited pathway to citizenship, which Democrats favor. It would limit eligibility to immigrants who came to the U.S. before turning 14.



The legislation being crafted by Rubio is “very, very similar in many aspects to what we have been working on with [Kyl and Hutchison],” he said.



He added, “I’m also starting thinking about ideas about how to strengthen our borders and modernize the legal immigration system so that it’s good for America and its economy, and then of course there’s the issue of what to do with the 11 million people who are in this country now undocumented.”

We hope that you are rested and recharged after the Thanksgiving break.



We have a window of about three weeks where our activism can have an impact in our efforts to stop both legislative Amnesty and Obama's dictatorial Amnesty for illegal aliens.



We need a strong response from you. We need to move as a group of many thousands with the same voice, at the same time, for maximum impact. We need a massive wave of calls to the US Senate right away to stop Harry Reid's and John McCain's rules changes and Amnesty plans!



The first threat we need to address is the traitorous US Senator Harry Reid who plans to change the Senate rules. He owes his entire political existence in the Senate to the illegal aliens who committed numbers of felonies by voting for him in Las Vegas.



The filibuster and cloture rules in the US Senate are time honored traditions put in place to make sure that no legislation that is potentially damaging to America or highly unpopular with the American public can pass even if one particular party has a majority in the Senate.



Senator Reid wants to remove this safeguard with what is politically called, "The Nuclear Option." Changing the rules of the US Senate to remove a filibuster would drop the threshold on votes to "proceed" with bills or to invoke "cloture."



In 2006, 2007, and 2010, ALIPAC helped defeat Amnesty for illegal immigrants in the US Senate because the filibuster rules said the Amnesty supporters needed 60 votes out of 100 in the Senate to pass the Amnesty legislation opposed by over 66% of Americans instead of just 51 votes.

As you can see in this article, that old traitor Senator John McCain is back in action pushing for Amnesty for illegal aliens even though he campaigned in the GOP Primary of 2010 claiming he had dropped his support for Amnesty. Looks like the Arizona Republicans who were gullible enough to reelect McCain just got screwed. So, if we don't act, Harry Reid is going to have sellout senators like John McCain, Lindsey Graham, and a few others to join with him to alter the rules and rifle through lots of unpopular legislation that will greatly harm America.

Senator Hutchison is turning out to be one of the six most critical linchpins in whether the DREAM Act amnesty passes next week.

TALKING POINTS:

1. Bill is open to gigantic fraud.
The bill is written so that the 2, 3 or 4 million illegal-alien applicants only have to CLAIM to meet the criteria. They don't have to PROVE anything.
The government has to build a case, one illegal at a time, and prove the claims on the application are false in order for the illegal alien to lose the amnesty. Can you imagine how many times that is likely to happen?
2. DREAM does nothing to stop the behavior that put teenagers into their situation. It leaves the jobs magnet in place.
This amnesty has no enforcement measures at all. It allows employers to continue to hire illegal aliens, enticing millions more parents to bring their children here illegally and stay long enough for them to become high school students and demand another amnesty in a few years.
3. DREAM leaves intact the chain migration system that will allow these 2.1 million illegal aliens to eventually send for millions more relatives.
Rather quickly, the amnestied illegal aliens would be able to get green cards for their parents. And millions of additional relatives would be able to start planning their applications and getting in line. This starts with adult siblings and moves on to aunts, uncles, cousins, etc.
A large percentage of the illegal aliens in the U.S. today are extended family members of the illegal aliens who got amnesty in 1986 and also those in the six more-limited amnesties in the 1990s.

Nelson's and Hagan's stated opposition, though, is not complete. It not clear if they will vote to kill the entire Defense bill in order to stop the amnesty. At present, it looks like there won't be a direct vote on the amnesty, requiring Senators to stop the whole Defense bill and force leaders to bring a new, clean bill back to the floor.

So, push for a full pledge when you call to thank Hagan and Ben Nelson.

TOP FENCE-SITTING PROSPECTS WHO NEED YOUR PHONE CALL BEFORE THEY WILL PLEDGE AMNESTY OPPOSITION

As far as we know, none of the following Senators has committed either to oppose or support the DREAM Act amnesty as part of the Defense authorization bill next week.

For a number of mixed reasons, we believe these Senators are the ones of the uncommitted who are most likely to listen to reasonable persuasion from constituents asking for a NO vote.

ACTION: Call the DC office of these Senators (the 202 number). Of calling the local offices (the number on the second line) will be most helpful, as well.

If you've never called a Senate office, it isn't hard. Just state your name to the staffer and quickly say you are calling to ask the Senator to OPPOSE the DREAM Act amnesty. Then give one reason for your opposition, say thank you and good-bye.

I am so impressed with how quickly you moved yesterday.

You didn't hear from me until the middle of Tuesday afternoon. I wrote as soon as I heard that Senate Majority Leader Reid (D-Nev.) was probably going to force a vote on the DREAM Act Amnesty as an amendment to the Defense authorization bill.

But in those few hours left in the day, you all became a Phone Cyclone!

I can't independently confirm that you overwhelmed the pro-amnesty phone campaign by such a large amount as the pro-amnesty groups were claiming last night. It may be that the open-borders groups are exaggerating with their own members in order to spur them to far greater calling today.

One thing for sure, though, is that they won't let up this week or next. Every sign is that they believe they have no chance of winning an amnesty the next two years and that the next three weeks are their only chance.

To add this amnesty to the Defense bill, Sen. Reid will need 60 votes. He is claiming 40 Senators as co-sponsors. He has also variously indicated that perhaps 15 more Senators have said to him that they will vote for the amnesty.

Your job is to give those 15 Senators second thoughts and to make sure that the 5-Senator gap doesn't get closed.

When I first alerted you yesterday, I had no mainstream media confirmation of Sen. Reid's plans. But soon after, the story broke that he intends to move the amnesty for 2.1 million illegal aliens as an amendment to the Defense bill as early as next week.

Every pro-amnesty religious group, pro-amnesty leftist group and pro-amnesty conservative group in the country has mobilized their memberships in a last-ditch effort at some kind of amnesty.

KEY TALKING POINTS


No. 1: The rhetoric for DREAM is false and misleading. This amnesty is NOT limited to high school valedictorians and other high-achieving college students who were brought to the U.S. illegally when they were toddlers.

The amnesty includes illegal aliens up to age 35!

And their arrival can be as late as age 15!

The bill is a giant fraud loophole. People can claim the amnesty without providing proof of meeting criteria.

Even the supporters of the DREAM amnesty admit that around 2.1 million people could qualify.


No. 2: DREAM does nothing to stop the behavior that put teenagers into their situation. It leaves the jobs magnet in place.

This amnesty has no enforcement measures at all. It allows employers to continue to hire illegal aliens, enticing millions more parents to bring their children here illegally and stay long enough for them to become high school students and demand another amnesty in a few years.


No. 3: DREAM leaves intact the chain migration system that will allow these 2.1 million illegal aliens to eventually send for millions more relatives.

Rather quickly, the amnestied illegal aliens would be able to get green cards for their parents. And millions of additional relatives would be able to start planning their applications and getting in line. This starts with adult siblings and moves on to aunts, uncles, cousins, etc.

A large percentage of the illegal aliens in the U.S. today are extended family members of the illegal aliens who got amnesty in 1986 and also those in the six more-limited amnesties in the 1990s.

On Tuesday, May 24, Republican Senators will be holding their weekly policy luncheon. While these luncheons are a regular occurrence when Congress is in session, tomorrow's special guest is not a frequent attendee; this guest is President Obama.
While Republican Senators and President Obama will discuss a wide range of issues, it is certain that the president will try to encourage at least some of the senators to support "comprehensive immigration reform" (amnesty). On Tuesday's Rick's List on CNN, Rick Sanchez again hinted that Texas Governor Rick Perry is a racist.
Sanchez, reacting to the distinct possibility that Perry would win the Republican gubernatorial primary, referenced a comment he made at a tea party rally in 2009: "He was talking about states' rights. States' rights is, to most people of color, a racist term" [audio clip available here].The CNN anchor discussed the Republican primary with Wayne Slater of the Dallas Morning News. He asked the journalist, "Perry's going to win this thing, right?" After Slater noted how Senator Kay Bailey Hutchison lost her early lead in the polls over Perry, Sanchez responded, with some shock, "Why? I mean- you know, when he came out with his comment. Remember, you and I talked about it when he said it. I mean, he was all about secession from the union. He was talking about states' rights. States' rights is, to most people of color, a racist term, and I thought he had hurt himself. Why wasn't she able to, kind of, jump on that and use it?"Slater explained that the typical Republican primary voter in Texas is "very conservative," and that Perry had actually won the nomination race after he had made his "states' rights" remark at the tea party. This didn't calm Sanchez, however, and he followed up by asking, "Well, but shouldn't we be frightened by that?"

This isn't the first time that the anchor has leveled this insinuation against the Texas governor. Exactly six months earlier, on the September 2, 2009 edition of CNN's Newsroom, he made the same argument during a segment with CNN political analyst Roland Martin. When Martin stated that Perry had to be "very careful when you start talking about states' rights" and referenced segregationist Mississippi Governor Ross Barnett, Sanchez replied, "'States' rights' has racist overtones- I’ll say it for you."

Who is Harold Hurtt? Meet the Immigration Enforcement Foe . . . Who Wants to be ICE’s Public Face

Think immigration enforcement is bad enough, now? Well, it could soon be in a world of hurt . . . and Hurtt. Same difference. The Obama Administration wants to put an outspoken opponent of immigration enforcement in a position of immigration enforcement. No, not the head of La Raza. But Harold Hurtt–close enough.
World of Hurtt: Illegal Aliens’ Best Friend Wants Key ICE Job
If the name Harold Hurtt sounds familiar to you, it might be because, last year, I wrote about his disgusting interview with Al-Jazeera. The then-police chief of Houston told the Terrorist News Network how “horrible” our prison system is and how the mentally ill “aren’t treated well,” a complete crock. But it was useful propaganda for Jazeera to spread to the Muslim world about how “evil” America is (even though our prisons are luxe resorts compared to every day life in most of those countries, let alone in their prisons or mental institutions). More important, Hurtt built his career on adamantly opposing every form of immigration law enforcement and proudly “enforced” Houston’s sanctuary city status to shield illegal aliens.
Incredibly, Hurtt wants to become the public face of Immigration and Customs Enforcement (ICE), and is the Napolitano/Obama prospective choice to head up the agency’s Office of State and Local Coordination (OSLC). It’s the primary position overseeing ICE’s Section 287 (g) program, which works with and allows state and local law enforcement to enforce immigration laws and round up illegal aliens.
ICE agents from the top on down are livid. Hurtt made a mockery of their efforts throughout his Houston career and opposes what they do.
Moreover, Hurtt was THE key player in Houston Mayor Bill White’s sanctuary city team, which was responsible for illegal aliens killing two Houston Police Department officers and shooting another in the face. Hurtt was the defendent in a lawsuit filed by one of the officers’ widows. Watch this video news report, below, from September:
And that’s in addition to the fact that any cursory google search of this man’s name pulls mountains of results for statements he’s made adamantly opposing state and local law enforcement of immigration laws, the very job he seeks and for which Napolitano and her man running ICE, Suzie Barr, are pushing him. (John Mor(t)on, who heads ICE, is merely a self-important puppet/figurehead riding around in a car with bodyguards.)
In August 2006, Hurtt testified before Congress, saying cops should not assist with arresting illegal aliens. And that was among a gazillion other places he spouted off against the efforts he now seeks to head up. Talk about a hypocrite. The position Hurtt now seeks serves as ICE’s public face and primary spokesman to the law enforcement community nationwide. It’s like putting Rosie O’Donnell on the cover of the Sports Illustrated Swimsuit Edition. A complete joke. But the joke’s on you, America. He doesn’t know a thing about what ICE does.
Hurtt can’t get a job. And he’s desperately looking for one. Even the “fabulously” progressive city of San Francisco refused to hire former Chief Hurtt. City officials saw through this absolute zero and refused to bring him on board. So why is ICE considering it?
Career ICE agents believe that hiring this absolute disgrace is a way for the Democrats to further kill grass roots immigration enforcement, the little of it left that DHS Secretary Janet Napolitano didn’t already extinguish. Napolitano and Barr already hired the unqualified Ann Yom as the deputy director for this program, the OSLC. Yom has zero law enforcement experience, and, in her previous job, she set up conferences for the National Sheriff’s Association. Now, this glorified party planner supervises at least 20 law enforcement personnel and the 287(g) program described above, nationwide.
Yom is bad enough. But Hurtt is a disaster. If he succeeds in getting the plum OSLC Director slot at ICE, don’t be surprised if more ICE agents leave in droves. Things are bad enough at the agency.
Everything that Harold Hurtt touches becomes major steaming fecal material. And, pardon the pun, but ICE will be a world of Hurtt. So will America. And we might as well just open our borders and let everyone traipse in.
Stop Harold Hurtt. And let him look for work where he belongs . . . as a private security guard (with apologies to the hard-working men and women who actually qualify as security guards).

As readers know, I’ve been following the “candidacy” of Palestinian Muslim extremist haircare magnate and Texas Gubernatorial candidate Farouk Shami, who owns the Chi, BioSilk, and SunGlitz products through his Farouk Systems company. I’ve noted how Shami donned an anti-Israel “Jerusalem is Ours” keffiyeh at an MLK Day event, worked for the P.L.O., Yasser Arafat, and the Saudi Royal family and how his father–after whom he named his “charitable” foundation–bragged about killing innocent Jews in pogroms prior to Israel’s independence. And I’ve noted his activism and honors from the American Task Force on Palestine, a group that refuses to condemn HAMAS, Hezbollah, etc. and won’t recognize Israel’s existence, considering all of it to be “Palestine.”
I’ve been attacked by the Texas mainstream media for this, and that’s okay because, now, this magnificent specimen of extremism and Liberace clothes has demonstrated even more anti-Western hatred, announcing that White people don’t want to work and engaging in nutty 9/11 Trutherism conspiracy theories. Yup, not just a supporter of Islamic terrorism, but a racist AND a loon. Shocker. Get out your barf bag.

The Conservative Action Political Conference has just concluded in D.C., with its Beltway Right management suppressing the immigration issue as usual, but amid another blaze of naive grass-roots enthusiasm.
Republican confidence heading toward the 2010 Congressional elections is, at the moment, high.
But the party’s long-term prospects rest upon demographic fundamentals that party strategists are afraid (see above) to discuss in public.
The most useful examples for thinking about the GOP’s future are the two superstates:
California (where Democrats outnumber Republicans in the state’s Congressional delegation 34-19);
Texas (where Republicans are on top 20-12).
The doomsday scenario for Republicans: losing their grip on Texas’s Electoral College votes (which will likely rise from 34 to 37 after the 2010 Census) because of immigration.
McCain beat Obama 55-44 in Texas, by winning 73-26 among white voters.
But Obama won 54-45 among 18-29 year olds—suggesting the Texas GOP’s future a couple of decades down the road is not bright.
Two new articles discuss immigration and elections, with particular relevance to Texas and California.
Republicans look to rebuild their traction with Hispanic voters [by Peter Slevin, Washington Post, February 21, 2010] just repeats the usual talking points from political consultants who make their living being Professional Hispanics.
Needless to say, they all agree that the GOP needs to let in more Hispanics for them to purport to represent.
In contrast, in the Center For Immigration Studies’ just-released study Immigration, Political Realignment, and the Demise of Republican Political Prospects (PDF), University of Maryland political scientist James G. Gimpel looks at the correlation between the collapse of the GOP in America’s biggest counties from 1980 to 2008 and each county’s percentage of foreign-born residents a.k.a. immigration.
For example, strange as it may seem now, Ronald Reagan won 50.2 percent in huge Los Angeles County in 1980 (versus 50.7 percent nationally in a three-man race with Jimmy Carter and John Anderson). Yet John McCain couldn’t reach 29 percent in a two-man contest in LA County—whose foreign-born percentage, not coincidentally, has increased over those years from 22 to 41 percent.
Even more worrisomely for GOP strategists should be their decline in Texas’s top two counties, from 58 percent for Reagan to 49 percent for McCain in Houston’s Harris County (now 25 percent immigrant) and from 59 percent to 42 percent in Dallas County (27 percent immigrant).
The Republican drop-offs were less precipitous in 13 percent foreign-born Tarrant County (Fort Worth) and in 11 percent immigrant Bexar County (San Antonio).
Nationally, Gimpel finds in large counties a 0.58 percentage point drop in Republican share of the vote for every point the foreign-born share of the populace goes up.
In Texas, the effect size is even bigger: a 0.67 point fall.
Compared to California, the large-scale immigrant influx into Texas is fairly recent. The 1980 Census found that while 22.3 percent of Los Angeles County’s residents were foreign-born, Texas’s four biggest urban counties ranged from only 3.6 percent in Tarrant to 8.4 percent in Harris.
If the GOP is in long-term decline in Dallas and Harris counties (which have 6.4 million residents between them), my hunch is that it’s in trouble all over Texas.
In 1980, I met on a train through Italy a couple of English soccer hooligans who were headed for a post-match riot in Turin. When they asked where I was from, I replied, “Houston”, where I had just graduated from college. They had never heard of Houston, so I suggested “Dallas” as a reasonable approximation.
“Who shot J.R.?” the yobs exclaimed in happy unison.
Although Southfork Ranch, the fictional abode of Television Texan J.R. Ewing, was set in Dallas, Houston was even more the capital of capitalist exuberance during the 1970s oil boom.
By 1980, Houston’s Harris County was the third most populous in America, and the downtown business district had sprouted the most outlandish skyline west of the Mississippi (although Dallas wasn’t far behind).
Unsurprisingly, except apparently to the banks, oil prices eventually came down and the Texas bubble popped. Yet the modern Republican Party’s state electorate was forged in the 1970s. In contrast to the housing boom of the last decade in California, in Texas back then construction wasn’t considered “a job Americans just wouldn’t [or shouldn’t] do.” Nor was it yet universally assumed by the Establishment that high wages for American workers were an evil to be fought at all cost.
Back in the 1970s, strong demand bid up workers’ wages in Texas. That lured in large numbers of American workers to Texas from the declining cities of the Rust Belt. Although American newcomers to Texas in the 1970s typically came from places where the Democrats had ruled at least since FDR, they joined with native Texans in trending Republican.
After voting for Carter in 1976, Texas went for Reagan in 1980 and hasn’t wavered since. Texas kept the GOP viable at the national level when California, which voted for nine out of ten Republican Presidential candidates from 1952-1988, flipped Democratic.
Gimpel offers three reasons for why heavily immigrant counties have almost uniformly gone Democratic since 1980:
Naturalized immigrants vote more Democratic. (The great majority are Hispanic, Asian, black, or Muslim, all groups that favor the Democrats. Moreover, illegal aliens’ American-born children are now automatically given the vote, so the effect in the next generation is even larger.)
An influx of Democratic-leaning immigrants into a county suggests to native voters that the Democrats are the Party of the Future so they better get on the Democratic bandwagon now.
Immigration drives out natives by lowering wages and raising land costs.
In the third quarter of the 20th Century, Southern California, with its ample room for development, had been the prime destination of Americans looking for a better life for their families. Strange as it seems now, Southern California became famous for its teeming hordes of white teenagers.
But as foreign immigration took off, Southern California began to fill up. Southern California housing prices surged from 1976 on and off for the next three decades.
Eastern Mexico had its own oil boom in the late 1970s. So back then there was, by recent standards, relatively limited illegal immigration into Texas (which had also long had a sizable Texican population, who appreciated the higher pay now available to them).
But by 1982, oil prices had tumbled, imposing a recession on Texas and a depression on Mexico. The 1980s flood of illegal aliens, and their subsequent post-Amnesty baby boom, focused upon California rather than Texas in the 1980s.
So Texas’s big counties are now about as foreign-born as Southern California’s were in the 1980s. And counting
Still, Texas’s suburbs are less hemmed in by oceans and mountains than California’s are, so a home and marriage are less likely to become as unaffordable so quickly.
I would add two more reasons to Gimpel’s list of why immigration to urban counties hurts the GOP.
As immigrants take over private sector jobs, the remaining American citizens become more concentrated in public sector jobs. Dependent upon taxes for their paychecks, civil servants lean Democratic.
By making housing less affordable for the prudent, immigration makes having a family less affordable. And that means Republican family values appeals are less appealing to family-less voters.
This suggests that immigration doesn’t just move Republicans around the landscape, it deters them from developing, or, in some cases, from even being born.
Nationally, the GOP used to do reasonably well in populous counties. Gimpel reports:
“In 1980 the largest counties, in the aggregate, gave about half of their two-party vote to the Republicans (ranging from 56 percent for the 10 largest counties, to 48 percent in the 100 larg­est). … By 2008, how­ever, the Republican two-party vote per­centages at these lo­cales hovered between 35 and 37 percent—in some cases a 20 percentage-point drop across the interven­ing election cycles.”
Republicans can bluster that they don’t need big counties and urban elites. But when driven out of urban areas by immigration, the GOP becomes less urbane. It loses role models. To be successful, a conservative party needs to appeal to people with the most to conserve.
Indeed, Columbia statistician Andrew Gelman pointed out in his 2008 book Red State, Blue State, Rich State, Poor State that in Republican states, the GOP carries the people at the top of society. In Democratic states, that’s less true.
For example, in 2008’s Texas exit poll, McCain, a mediocre candidate at best, won 61 percent of those claiming postgraduate degrees, and 65 percent with six-figure incomes.
That’s the mark of a dominant party. Each party likes to claim it’s the party of the underdogs, but the truth is that voters in each state tend to take their lead, as is only natural, from their most successful fellow citizens.
In California, however, the GOP candidate garnered only 33 percent of those asserting an advanced degree and 42 percent of those making over $100,000.
The most populous counties are going to continue to be home to many of the most influential people. For Republican policy to be using mass immigration to make those places less congenial to Republicans—which is what it was during the Bush-McCain years—is, in a word, suicidal.
How long does the GOP have?
For several years, various Democrats have been predicting that demographic trends mean that Texas will flip Real Soon Now.
For example, Democratic consultant Michael Lux of Progressive Strategies noted in the Huffington Post:
“At the beginning, people in [Democratic] targeting meetings are always saying things like ‘If you look at the demographics in Texas, it ought to be winnable’ …
Anglos will be down to 52% of the adult population by 2010, and 49.99% – less than half – by 2012.
85% of the new adult citizens eligible to vote since 2002 are minorities, most of them Hispanics.
Barack Obama, who didn’t spend a dime targeting Texas in the 2008 general election, lost Texas by about 950,000 votes. Between 2008 and 2012, there are projected to be 1.2 million additional eligible minority voters added to the population of the state.”
But Democrats have a long history of being frustrated by erratic Hispanic turnout in Texas, especially in less glamorous midterm elections. Lux lamented:
“In 2008, Hispanics made up 32% of eligible voters in Texas, a number which will likely be about 35% by 2012, but they were only 20% of the electorate. In the 2006 off-year elections, while 45% of eligible Anglos voted, only 37% of African-Americans, 24% of Asian-Americans, and 25% of Hispanics voted.”
Why are Texas Hispanics somewhat less liberal and perhaps even less politicized than California Latinos?
First, Texas Hispanics tend to have roots in the more business-friendly northeast of Mexico.
But second, in contrast to California, Texas has a self-confident conservative white Establishment that draws respect from Latino voters. Hispanics aren’t oppositional blacks, whom Obama carried by a comic 98-2 margin in Texas, compared to 63-35 for Latinos. Black partisan voting behavior is often negatively correlated over time with trends among whites. But opportunistic Hispanics tend to follow the drifts of the white electorate, just much farther to the left on tax-and-spend issues.
Thirdly, white conservatives have done a decent job of running Texas. The cost of living and the cost of government remain relatively low, yet public school test scores on the National Assessment of Educational Progress are typically better in Texas for each ethnic group than in expensive California.
Moreover, in former Congressman Tom Delay, the Texas GOP had a master of the arts of the gerrymander, and weren’t afraid to use his talents, even when his ploys annoyed Hispanic ethnic activists.
Finally, conservative voters placed a clever poison pill amendment in the Texas constitution in 1993 protecting the crown jewel of Texas policies, the absence of a state income tax. Even if the Democrats took control of the state legislature, an income tax would have to be approved by voters in an off-year referendum, when mostly whites show up to vote. That extra hurdle tends to discourage Democratic activists’ greed. What’s the point of going through all the toil of winning the legislature once, if the voters then have time to wake up and veto your handiwork?
This suggests that if Texas Republicans stay on top of their game, they can hold Texas for a few more election cycles.
In the long run, however, Texas is not at all immune from following California’s path.

In a nutshell, our proposed solution:
Rally the white a.k.a. American electorate by proposing patriotic immigration reform (the “Sailer Strategy”);
Implement patriotic immigration reform, which at this point means an indefinite moratorium, thus (a) stopping the importation of more instant Democrats; and (b) giving the assimilation mechanism time to work.

In the case of Texas, I’ve suggested that the impact of immigration could be palliated, at the national level, by allowing Texas to exercise its arcane right to split into five states. (Sailermandering Texas: What to Do While We’re Waiting For Patriotic Immigration Reform, December 9, 2009)
In the long run, only an immigration moratorium can save Texas for the GOP —and for America.

Farouk Shami is a candidate for governor of Texas. He’s from Ramallah, originally, rather than, say Palestine, Texas. His Wikipedia entry says that “His company, the Houston-based Farouk Systems, currently employs 2,000 Americans…“, but that’s Wikipedia for you. It should say that he employs 2000 people in America, but he hires as few Americans as possible, because they don’t want to work for what he’s paying them.While the story below says that “race became an issue” in the campaign with his anti-white remarks, the story doesn’t mention that he’s a Palestinian-American immigrant, and when they talk about 9/11, they don’t mention that he’s an Arab, or whether he’s a Muslim.

In-state Illegal Alien Tuition Challenged In Texas

Many Texans aren't aware of it, but public colleges and universities in Texas are required by law to treat illegal aliens better than American citizens who live in other states
Back in 2001 the legislature passed a law letting illegal aliens pay the same tuition as legal Texas residents pay, as long as they've been in the country for at least three years, and promise to apply for permanent residency. Meanwhile, a young man or woman who is an American citizen, but grew up a few miles across the Oklahoma or Louisiana state line, has to pay thousands of dollars more than the illegal alien to attend the same Texas university.
There are certainly good reasons to charge out of state residents higher tuition at public universities than Texans pay. State funded colleges and universities are set up primarily to educate Texans. In-state tuition rates are subsidized by Texas taxpayers, and so if out of state students want to attend one of our schools they're more than welcome to, but they'll have to pay extra for the privilege and don't get the Texas taxpayer subsidy. This is standard operating procedure in almost all states, and has been going on for decades. There's nothing unfair about it.
It becomes extremely unfair, however, when people who are in the country illegally are given in-state tuition, which is subsidized by the taxpayers of Texas, while American citizens from other states have to pay thousands of dollars more per semester. We are now becoming second class citizens in our own country. American citizens from out of state are treated worse than people who shouldn't even be here in the first place, people who are breaking the law every day they remain in America.
Liberals and RINOs like to claim that giving illegal aliens in-state tuition at taxpayer expense is a good "investment." According to this theory, because the illegal must promise to seek permanent residency, it encourages them to assimilate and become legal citizens, and in turn they become role models for other illegals to emulate. They also say that it's far better for them to go to college and get employment training so they can become productive members of the economy, which justifies the massive tax subsidies they receive.
They're wrong on all counts. Illegal aliens shouldn't be "assimilating" in the first place. They should be returning to their country of citizenship, not freeloading here. As far as the "role model" argument, all we do when we give illegal aliens tens of thousands of dollars of taxpayer subsidies for college is to encourage even more illegal immigration. That's Economics 101—what you subsidize, you get more of. Compounding this is the fact that legal immigrants who respect our nation's laws don't qualify for the lower tuition. We're rewarding illegal immigrants and punishing the ones who follow the rules. Their third argument is also faulty. If we need more productive workers in the Texas economy, we could simply quit charging higher tuition for out of state Americans.
It's an outrage that this law was ever passed, as it's blatantly unconstitutional. Finally, a patriotic organization is stepping up to the plate to do something about this injustice. The Immigration Reform Coalition of Texas (IRCOT) has filed a lawsuit to put a stop to this practice. IRCOT spokeswoman Rebecca Forrest spoke to the Lone Star Report about the lawsuit:
"We believe Texas is in clear violation of federal law by giving cash grants to illegal aliens. Texas is currently treating illegal aliens better than it treats legal residents and American citizens, and we obviously want our leaders in Texas to change this situation...we want people to come legally, obey our laws, speak our language and assimilate."[PDF]
IRCOT is a fine organization working hard to reverse the invasion of illegal aliens, and deserves your support. Former Texas Supreme Court Justice Steven Wayne Smith is also a party to the lawsuit, which speaks well of the solid legal argument the suit is based on. Several states have passed similar laws, but there's a growing groundswell of opposition from outraged Americans fed up with their government coddling illegal aliens. Oklahoma recently rescinded its law, and even in liberal California, the state appeals court ruled their version unconstitutional (although it's been appealed to the state Supreme Court).
Texas' in-state tuition law is not only unconstitutional; it's also extremely expensive. No government office tracks the figures, but The Lone Star Foundation estimated that in-state tuition for illegals cost Texas taxpayers approximately $18 million in 2003 and nearly $35 million in 2005, nearly doubling in just two years! If that rate of growth continues, it won't be long before its costing Texas over $100 million per year. As long as our government refuses to get serious about stopping illegal immigration, that figure is going to keep going higher every year.
We've got high hopes that the IRCOT lawsuit will be successful, and that the expensive, unjust practice of granting illegal in-state tuition benefits will be officially declared unconstitutional. It's a travesty that IRCOT has to even take this to court, because our legislature could rescind the law at any time. There's no excuse for it ever being passed in the first place, but in today's economy, it's even more indefensible. We can't afford to be giving tens of millions of dollars every year to illegal aliens who shouldn't even be here in the first place, while legal immigrants and American citizens have to pay their own way to attend Texas universities.
We should all support IRCOT and their efforts to nullify this unjust and wasteful law, but we shouldn't stop there. Contact your legislators today and demand that they repeal the in-state tuition law. They have the authority to do so, and there are no good reasons why they shouldn't. When it comes to illegal immigration, it's often the federal courts that impose these liberal policies, and there's little we can do about it. That's not the case this time. It's our own elected officials in Texas who passed this law, and it's time we demanded they repeal it.Peter Morrison (email him) is businessman living in Lumberton, Texas with his wife and four children. I’ve been at the forefront of exposing Farouk Shami–multi-millionaire haircare magnate who is running for Governor of Texas as a Democrat–for the extremist, terrorist-supporting Muslim that he is. And for that, I’ve been attacked by the Texas mainstream media. But, as I’ve noted, Shami not only won’t specifically condemn Hezbollah, HAMAS, and Islamic Jihad terrorist groups, but he was honored by the American Task Force on Palestine, a pan-terrorist group that claims that all of Israel is “Palestine.” And I’ve noted that, through his foundation, he funds an extremist school in the so-called West Bank. Shami, Yasser Arafat’s and the Saudi’s fave former hairstylist, is the owner of Farouk Systems, which produces and sells the BioSilk, CHI, and Sunglitz hair products (don’t buy them!).
Since my work on Shami has been getting exposure all around the world–including and especially in Texas–Shami has resorted to claiming he’s not a Muslim. That’s actually not true–he is, indeed, a Muslim and his father, Mohammed (a “Quaker” name?), is a sheikh, which you can’t be if you’re not a Muslim. But, whatever he’s calling himself, this photo of Shami at a Monday Martin Luther King, Jr. Day rally, tells us all we need to know. Shami is wearing a keffiyeh scarf that says, “Palestine: Jerusalem is Ours.” This is the scarf of hate, similar to the one Ricky Martin wore in 2005 and for which he apologized profusely. Shami’s scarf shows a photo of Masjid Qubbat As-Sakhrah–the Dome of the Rock mosque–which is built on top of the holiest part of the Jewish Temple in Jerusalem. (Given what Martin Luther King, Jr.’s staunch pro-Israel and philo-Semitic sentiments–read about it here and here–it’s doubly offensive.)
Even Neil Aquino of Texas Liberal, who took the photo with Shami, was alarmed. And, in case you didn’t know, here’s some other info about Farouk Shami, which he doesn’t want you to know:
* Shami traveled as a hairdresser for members of the Saudi Royal family, and in order to make some extra money, he purchased merchandise from the stores and then re-sold them to the female members of the traveling party at a significant mark-up.
* Suha Arafat, the “wife”/beard of the late P.L.O. terrorist-in-chief Yasser Arafat, is from Shami’s home town, Beit Ur Al Tahta, and Farouk makes a point to visit her whenever he is in Paris.
* Shami’s father, Sheikh Mohammed Shami, had a very close association with Palestinian Liberation Army (part of the PLO), and before that, organized Arabs to brutally murder Jews for the entire decade before Israel became a state:
Shami was commissioned to organize the Palestinian paramilitary under the name of the Palestinian Scouts. . . . The Scouts were the main figures in the fight against the establishment of Israel in the land of Palestine. . . .
Mohammed Shami commanded all the Arab troops west of Jerusalem, who desperately fought the . . . Jewish forces. For his resistance work between 1936-48, Mohammed was recognized in 1995 by the Palestinian Authority as Dean of Palestinian Veterans.
Since I’ve been exposing Farouk Shami, he’s gotten at least two high-paid Jewish execs of his to write me ridiculous “court Jew” e-mails telling me what a saint this terrorist-lover and -enabler is. I told them where to go, and since they’re Jewish, 72 virgins won’t be greeting them.
But their religion was not relevant to me, and it was patronizing of them to think that it would be. Terrorism and support for Islamic terrorist groups isn’t a Jewish issue. It’s everybody’s issue.
There was a day, not too long ago, where a guy like Shami would be considered a kook, a fringe candidate. Sadly, we’ve passed that day as Muslims like him reach critical mass in America and make a ton of money off of our system.
All Americans need to work against Farouk Shami to make sure his chances of ever reaching public office are similar to a halal snowball’s chance in jehenim (Arabic for hell).
It’s not just a matter of, “Don’t Mess With Texas.” It’s, “Don’t Mess With America.”
