According to uscis.gov, “E-Verify is currently the best means available for employers to electronically verify the employment eligibility of their newly hired employees. E-Verify virtually eliminates Social Security mismatch letters, improves the accuracy of wage and tax reporting, protects jobs for authorized U.S. workers, and helps U.S. employers maintain a legal workforce.

Rep. Sam Graves Introduces the SAVE Act

Rep. Sam Graves (R-Mo.) introduced the SAVE Act (H.R.830) on Tuesday - a bill that would mandate E-Verify nationwide, strengthen border security, and improve interior enforcement. The SAVE Act was previously introduced by Deomcrat Rep. Heath Shuler who retired at the end of the last Congress. Rep. Graves bill is identical to the legislation offered by Rep. Shuler.



Four Members are original cosponsors, including Reps. Ralph Hall (R-Texas), Vicky Hartzler (R-Mo.), Alan Nunnelee (R-Miss.), and Dana Rohrabacher (R-Calif.). After introduction, the SAVE Act typically receives massive bipartisan support.







The SAVE Act would:



Within four years of enactment, all employers must verify employment eligibility for all employees through the E-Verify program, established as the Basic Pilot program in 1996:

Federal agencies, Federal contractors and subcontractors, and large employers with more than 250 employees must verify new hires within one year of enactment;

Employers with 100 or more employees must verify new hires within two years; and

Employers with 30 or more employees must verify new hires within three years.

Requires all employers to meet verification requirements on all employees within four years of enactment.

Provides a safe harbor against sanctions for employers who use the system in good faith.

Requires all employers to run their current employees through the E-Verify system

Requires the Commissioner of Social Security to notify each employer on an annual basis about employees with account numbers that do not match the employee's name or date of birth

Requires the Commissioner of Social Security to notify each individual if earnings from two or more employers are being reported under that person's Social Security number.

Requires a national strategy to secure the borders and all ports of entry.

At least 350 new ICE hires must be assigned to specifically investigate alien smuggling.

Authorizes a 50% funding increase over the FY07 budget to increase size, improve communication, upgrade technology, and allocate information rewards money.

Directs the DHS and Department of Defense (DoD) to establish a program for recruiting former members of the Armed Services and National Guard to join the Border Protection Service. Specifically recommends a $20,000 ($80,000 throughout employment) student loan repayment incentive and relocation/retention bonuses.

Allows border state Governors to declare a national border emergency and request up to 1000 additional border agents.

Increases the number of power boats and helicopters and requires at least one police-type vehicle for every four border agents. All vehicles must be equipped with safety glass, global positioning, and other protections.

Creates a virtual fence along borders comprised of UAVs, drones, cameras, poles, sensors, satellites, radar coverage, and other equipment.

Strengthens penalties against alien smugglers including imprisonment from 1 to 30 years depending on the type of offense; includes an exemption for religious institutions that authorize illegal aliens to serve as volunteer ministers or missionaries.

Authorizes 1,150 additional Immigration and Customs Enforcement agents.

Authorizes 140 additional Criminal Alien Program (CAP) officers to identify and remove criminal aliens in federal, state, and local detention facilities.

Provides 8,000 additional beds for holding illegal aliens and requires at least 500 beds in a family detention facility.

Provides 13 additional federal district judges to expedite the removal process for illegal aliens: 4 for Arizona, 5 for Southern California, 1 for New Mexico, 2 for southern Texas, and 1 for West Texas.

Requires Secretary of Homeland Security, Secretary of Agriculture, and Secretary of the Interior to develop a border protection strategy for protected lands including units of the National Park System, National

With the baseball post-season in full swing, let's just say that the following eight U.S. Representatives are the ACES of the Democratic team in Congress when it comes to giving priority to American workers over illegal foreign workers and over bringing in new immigrant workers.



All of them got an A-grade on our immigration report cards over the last four years. That means every -- or almost every -- action they took on immigration was designed to reduce illegal immigration or reduce unnecessary legal immigrant worker importation during a time when 20 million Americans can't find a full-time job.

I want to say a few more words about the "8 Aces."



Their concern for protecting unemployed Americans from unfair competition from federal immigration policies apparently is not dictated by regional issues. Most regions of the country are represented in this group: Northeast, Midwest, West, Plains and South.



Unlike most Members of Congress, including the leaders of their own Party, these U.S. Representatives saw the reports that 7 million illegal aliens hold U.S. jobs and tried to do something to get them out of those jobs so that unemployed Americans could take them.



These "8 Aces" also looked at reports that 20 million Americans who want a full-time job can't find one and supported efforts to reduce the 1 million permanent work permits that our government issues each year to new immigrants.



If the majority of Congress had acted as responsibly as these eight Democrats, millions of unemployed Americans would be working today, paying taxes and using fewer government services.



At the end of a Congress in which Republican leaders of the House and Democratic leaders of the Senate did everything they could to protect illegal foreign workers and the businesses who insist on immigrant labor over American labor, this is a good time to properly thank the politicians who tried to stand up to their leaders.

If Pelosi or Reid were to be ousted from leading the Democrats on Wednesday of this week, it would have a strong impact against the plan to pass Amnesty between now and Christmas.

CONGRESS NEEDS PHONE CALLS




Pres. Obama yesterday pledged to push Lame Duck Congress to give permanent work permits to millions of illegal aliens before Christmas



The pressure is increasing considerably to have the Lame Duck Congress (full of defeated and retiring incumbents) pass an amnesty before a strong pro-enforcement Congress is seated in January.

Yesterday, an Hispanic Caucus spokeswoman said Speaker of the House Pelosi has promised to bring up the DREAM Act amnesty the first day Congress returns after Thanksgiving.





Yesterday, top pro-amnesty congressional leaders met with the President at the White House. They reported that Pres. Obama promised to use the power of his office to push the DREAM Act amnesty through as a top priority in the few days remaining of this Congress.

Thanks to all of you who have already sent 250,000 faxes into Congress through NumbersUSA since last week. But Senators and Representatives need more pressure.



Congress is getting hammered with phone calls from pro-amnesty advocates who insist that illegal aliens should have priority over unemployed Americans in getting jobs.



ACTION: Please look at the Phone Action Notes on your Action Buffet.



Please call your two Senators and your U.S. Representative today and register your strong opposition to the Lame Duck Congress voting on the DREAM Act amnesty as soon as they come back from Thanksgiving.

But I recommend that you go to your NumbersUSA Action Board to get specific talking points that each Senator needs to hear.

Whenever you talk about the DREAM Act, keep at the forefront the fact that every illegal alien who gets permission to remain legally in the country is getting a permanent work permit to compete with the 22 million American workers who want a job but can't find one.
